Department of Energy - Agency Wide is Hiring a Statistician Near Wallops Island, VA

These positions are to be filled under the OPM Government-Wide Direct Hire Authority Certain STEM Positions for grades GS 11-15. This serves as a public notice for the use of the Direct Hire Authority in accordance with 5 U.S.C. 3327 and 3330 and 5 CFR 330. Under this recruitment procedure, applications will be accepted for each location/ installation identified in this Public Notice. There may or may not be actual/projected vacancies at the time you submit your application.

Qualifications:

You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. See the Education section for the Basic Requirement.

In addition to meeting the education requirement you must also meet the experience requirement below.

SPECIALIZED EXPERIENCE REQUIREMENTS
The specialized experience listed are the minimum requirements for the series, each particular vacancy may have additional experience necessary to meet the applicable grade level.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for these positions are defined as:

GS-11: You must have one year of specialized experience equivalent to the next lower grade (GS-09). Specialized experience for this position is defined as meeting at least 2 of 3 of the following:

  • Planning and effectively performing limited statistical studies that have specific, program objectives and involve recurrent and predictable factors.
  • Using statistical software packages and computer database tools to analyze factual information and identify significant factors, relationships, and trends.
  • Participating in the preparation of parts of internal documentation or reports to summarize findings.

OR

Three years of progressively higher level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in statistics, mathematics, physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, or a similarly related major.

OR

Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited).

GS-12: You must have one year of specialized experience equivalent to the next lower grade (GS-11). Specialized experience for this position is defined as meeting at least 2 of 3 of the following:

  • Planning and effectively performing standard statistical studies to assess the validity of data.
  • Using statistical software packages and computer database tools to analyze factual information and identify significant factors, relationships, and trends.
  • Preparing parts of internal documentation or reports to summarize findings.

GS-13: You must have one year of specialized experience equivalent to the next lower grade (GS-12). Specialized experience for this position is defined as meeting at least 2 of 3 of the following:

  • Planning and executing a variety of complex statistical studies that involved several related studies or several segments of a large data collection project that required simultaneous coordination.
  • Developing and/or presenting comprehensive professional papers or reports on statistical studies or surveys.
  • Independently recognizing and evaluating significant and critical factors in research to draw inferences using statistical data and solve complex problems.

GS-14: You must have one year of specialized experience equivalent to the next lower grade (GS-13). Specialized experience for this position is defined as meeting at least 2 of 3 of the following:

  • Planning and executing novel and complex statistical studies that involved several related studies or several segments of a large data collection project that required simultaneous coordination.
  • Developing and/or presenting comprehensive professional papers or reports on statistical studies or surveys.
  • Advising others on recognizing and evaluating significant and critical factors in research to draw inferences using statistical data and solve complex problems.

GS-15: You must have one year of specialized experience equivalent to the next lower grade (GS-14). Specialized experience for this position is defined as meeting at least 3 of 5 of the following:

  • Serving as a consultant and senior advisor in applying advanced statistical techniques to experimental design, data analysis, sampling, forecasting, quality control, and operations research to resolve novel or obscure problems.
  • Developing and/or presenting professional papers or reports on complex, theoretical statistical studies or surveys.
  • Utilizing advanced statistical methodologies, procedures, or programs for complex statistical analyses and methods.
  • Planning and executing a variety of complex projects and develop recommendations requiring technical and authoritative judgment; an authoritative expert with a Systems Development Lifecycle.
  • Developing listing and mapping applications, and utilizing innovative collection methodology; and/or establishing innovative writing and auditing procedures for automated or computer-assisted statistical survey operations.

NOTE: There is no substitution of education for specialized experience at the GS-12 through GS-15 levels.

'Experience' refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This series covers positions that manage, supervise, lead, or perform scientific work or provide professional consultation in applying statistical theories, techniques, and methods to gather, analyze, interpret, and/or report quantified information.

As a Statistician you will:

  • Apply a variety of statistical techniques such as logistic regression, and generalized risk models, analysis of frequency distributions; analysis and modeling of multivariate; sampling; analysis of variance; determining confidence limits; and estimating magnitudes to laboratory and/or clinical data.
  • Develop and maintain statistical analysis programs for databases.
  • Serve as a technical expert with respect to all phases of statistical interpretation.
  • Provide technical advice to peers and senior managers within and outside of the organization on statistical methods and techniques. Prepare comprehensive reports of study results to include discussion of substantive research objectives.
  • Assess the adequacy and quality of data used in the analysis. Prepare an explanation of the methodologies, results, and relevance of issues and problems under study.
  • Disseminate results of research projects in a wide range of venues including publications, peer reviewed journals, summaries, manuscripts, and special reports.
  • Identify specific statistical research areas that merit investigation, develop new hypotheses and approaches for studies and evaluate the feasibility of such endeavors.
  • Initiate, formulate, plan, execute and control statistical studies, which are designed for the purpose of identifying, analyzing, and reporting on energy-related issues.
