Qualifications:

To receive consideration, must submit 5-page resume, narrative response to MTQs, and college transcripts.

1. RESUME: The application process used to recruit for this position is the RESUME BASED method. Applicants must show possession of the Executive Core Qualifications (ECQs) and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate narrative.

Executive Core Qualifications (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.
2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4: Business Acumen: Ability to manage human, financial, and information resources strategically.
5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

2. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
MTQ #1: Describe your experience in:
1) Strategic planning, budgeting, program management in relations to scientific research.
2) Executing activities required to implement research programs in applied mathematics, computer science and networking, and emerging technologies such as artificial intelligence, quantum information science and, heterogeneous and distributed computing.

MTQ #2: Describe your experience in examining and ascertaining the research needs and opportunities of the overall DOE basic research program in computational science, including the applied mathematics, computer and data science and networking, physical and biological sciences, and allied fields against background knowledge of scientific and technical advances and of potential scientific/technical needs of DOE.

MTQ #3: Describe your experience that demonstrate understanding of computational science which encompasses, applied mathematics, computer science and networking and physical sciences sufficient to:1) Develop computational partnerships that support more physically-realistic scientific simulations and models leading to discoveries and new insights that advance scientific knowledge.2) Provide day-to-day operational oversight and management of ASCR's strategic research programs while serving as an expert on those programs when interacting with high-level/senior government officials, professional societies, and various other entities.
3. PROOF OF EDUCATION (see below)

Responsibilities:

The Department of Energy's (DOE) Office of Science is looking for a dynamic, innovative, seasoned executive to lead their Computational Science Research and Partnerships Division in the Advanced Scientific Computing Research (ASCR) program in advancing applied mathematics, computer science, networking and other related research and development activities. The ASCR program supports research and development activities to effectively meet the DOE's high-performance computing (HPC) and computational science mission needs, including both data intensive and computationally intensive science and future generations of computing hardware and software tools; delivers the most advanced computational scientific applications in partnership with disciplinary science; and deploys and operates world-class, open access HPC facilities and a high-performance network infrastructure for scientific research.

As the Director for Computational Science Research and Partnerships Division, you will:
  • Serve as a recognized national and international authority and resource in DOE in computational science which encompasses the diverse areas of applied mathematics, computer science, and physical sciences.
  • Provide scientific judgment, program and strategic planning, policy development, budget formulations, and the measurement of program performance by peer review and other metrics.
  • Serve as a chief representative of the office by communicating the program's scientific portfolio, defending the program's policies and scientific direction, and coordinating the management of multi-program activities.
  • Coordinate and implement multi-lateral program activities necessary to fulfill the office mission including the communication and integration of activities with other organizations, internal and external to the Department, both national and international organizations.
  • Plan, direct, and evaluate systems for the effective use of resources and provides analytical studies to formulate, coordinate, evaluate, and direct the research activities and associated resources of the office.
  • Examine and ascertain the research needs and opportunities of the overall DOE basic research program in computational science, including the applied mathematics, computer science and networking, physical and biological sciences and allied fields against background knowledge of scientific and technological advances and of potential scientific/technical needs of DOE.
  • Serve as Director over major science programs, provides day-to-day operational oversight and management of ASCR's strategic research programs in applied mathematics, computer science and networking, including the inclusion of emerging technologies such as artificial intelligence, heterogeneous and distributed computing and quantum information science.
  • Provide the supervisor with scientific advice to conduct the planning, direction, and implementation of the research activities in these areas.
  • Provide executive leadership and direction in establishing vision, strategic plans, goals, and objectives for applied mathematics, computer science and networking research programs to develop and support system software, software tools, methods and algorithms that simplify the use of novel architectures such as neuromorphic, quantum, probabilistic and other emerging technologies needed to support future scientific investigation that represents the convergence of simulation, data analytics and artificial intelligence and machine learning (AI/ML).
