Summary

This position is located in the Defense Legal Services Agency, Office of Military Commissions, Office of the Chief Defense Counsel.

The General Counsel who is the Director of the Defense Legal Services Agency, is appointed by the President and with the advice and consent of the Senate, is the chief legal officer of the Department of Defense and is responsible for all legal services performed within and involving the Department of Defense ( 10 U.S.C. 140).

Duties

Incumbent typical work assignments may include the following :

  • The incumbent is responsible for short and long-term planning / analyzing of the organization's services and their related business requirements to include operating problems and procedures, making recommendations for improvements and ways to provide greater effectiveness and economy of services ensuring Agency directed goals and objectives for all business practices are met by the organization.
  • Leads a diverse staff engaged in one or more of the following business management areas : operating procedures, distribution systems and practices, records management / disposition, conference planning, Government Purchase Card Program, functional oversight / contract management, procurement, funding arrangements, travel, logistics, and facilities management.
  • Oversees the review and evaluation of completed staff actions ensuring overall document quality, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy.
  • Executes policy and develops guidelines to complement established guidelines, policies, procedures, and methods.
  • Plans, manages, supervises and evaluate the assigned personnel which may consists of administrative, logistics, and military personnel, based on priorities, consideration of the difficulty and requirements of assignments and employees' capabilities, including setting / adjusting short-term priorities and scheduled for completion of work.

You may qualify at the GS-13 grade level, if you fulfill the following qualification requirement :

One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates :

  • Managing the day-to-day administrative support and operational functions (such as travel, logistics, facilities and records management, conference planning, Government Purchase Card Program, contract management, procurement, and / or funding arrangements);
  • Conducting analysis of various courses of action to include preparation and justification of cost benefit analysis;
  • Providing staff guidance on development of policies and procedures for an effective operation; and,
  • Supervising the work of subordinate administrative support staff.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.

g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission.

The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.

e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
