SUMMARY:
Under general direction from the Vice President, Water Operations, this position directs all activities associated with operating and maintaining the water linear assets in the District of Columbia. This position is responsible for planning, organizing, directing, and managing the Department’s water distribution system and supporting aspects of the sewer collection system activities. Plans and coordinates all capital construction work associated with linear assets with the Department of Engineering and Technical Services. This position is responsible for Emergency Response coordination, and maintenance activities associated with linear assets. This position administers the Department’s environmental reporting and compliance requirements associated with the Safe Drinking Water Act and, where applicable, to the Clean Water Act. This position will oversee the Department’s strategic planning initiatives and other job-related work as required.
ESSENTIAL FUNCTIONS:
- Plans, organizes, coordinates, and provides oversight for a wide variety of field operations activities including repair and maintenance of water distribution system assets and supporting some aspects of the sewer collection system assets.
- Establishes and oversees comprehensive asset management, environmental and cost reduction programs that focus on preventive and corrective maintenance programs, energy conservation measures, and environmental sustainability programs associated with the Authority’s linear asset infrastructure.
- Ensures compliance with local environmental and permitting requirements and federal regulatory requirements for the distribution system infrastructure and to some degree the sewer collection system.
- Possesses outstanding communication skills needed to explain complex technical issues in layperson’s terms to staff and key stakeholders both internal and external to the organization.
- Pursues organizational development strategies for enhanced goal alignment, cohesiveness, professional skills, and organization flexibility across the authority.
- Serves as a change agent capable of discerning department needs and collaboratively working with staff to improve performance while lowering our overall cost of service.
- Participates in regularly scheduled planning sessions with the management team in order to establish project deliverables (project identification, scheduling, resource planning) needed to coordinate functional and operational requirements across the Chief Operating Officer’s organization.
- Establishes and maintains organizational leadership that emphasizes work quality, safety, productivity, and customer service.
- Oversees the overall direction of the department’s various sections, conferring with and advising division managers, supervisors, and staff on matters of daily operations, problem-solving, process improvements and long-term goals and objectives.
- Manage operational execution of emergency contractors and construction management resources responsible for system repair including on-site contractor management.
- Responsible for developing overall operating plan including project schedules, budgets, and resource plans to support Operations’ activities.
- Manages the department's operating budget and provides monthly feedback/updates to the Finance department for financial and operational reporting.
- Collaborates with Procurement, Materials Management, Finance and Engineering to identify ways to optimize service delivery while reducing costs of current and future capital programs and ongoing programs.
- Coordinates Operations activities to ensure that short-term and long-term capital improvement objectives are achieved.
- Keeps abreast of current technology, methods, and developments in utility operations, asset management, and maintenance to ensure utility best practices are achieved.
- Ensures appropriate training and development of staff as an ongoing performance measure.
- Delivers superior customer services through immediate response to customer emergencies and service interruptions.
- Emphasizes and enforces DC Water’s safety policies and procedures to ensure employee and public safety.
- Other duties and projects as assigned at the discretion of the VP, Water Operations.
Supervisory Responsibilities: The Department Director is responsible for the success of the department and monitors and evaluates the progress of the department toward meeting goals, and makes adjustments in objectives, work plans, schedules, and commitment of resources.
Key Working Relationships: Interacts with high-ranking officials of the Authority and the Board. Attends and participates in meetings within the Authority, with Federal and private agencies, and with departments of the District of Columbia Government. Attends community meetings and resolves issues presented by the general public.
EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:
The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.
- Bachelor’s Degree in Civil/Environmental/Mechanical Engineering or related field from an accredited college or university and ten (10) years of progressive related experience inclusive of five (5) years of managerial experience in the field of utility operations.
- At the time of hire, must possess an Engineer-In-Training (EIT) Certification or a Professional Engineer (PE) license from another jurisdiction and obtain a DC PE license within 18 months.
- Effective project management skills. Strong management skills. Strong leadership and interpersonal skills.
- Excellent oral and written communication skills.
- Utilizes personal computer and maintains working knowledge of applicable software programs.
