DarkStar Intelligence is Hiring a Program Manager Near Washington, DC

Program ManagerPosition SummaryAt DarkStar Intelligence, the Program Manager plays a pivotal role in driving our client’s strategic initiatives and managing significant projects that align with our mission-focused operational goals and adhere to stringent regulatory standards. This role is central to guiding projects from their initial conception through to successful execution, emphasizing detailed strategic planning, thorough documentation, and rigorous analysis.
Note: This position is contingent upon contract award.

Primary Duties & Responsibilities
  • Develop and maintain advanced analyses of current and future missions to support strategic acquisition initiatives, reflecting DarkStar’s commitment to excellence.
  • Spearhead capability analysis discussions, coordinating closely with the DHS Joint Requirements Council (JRC) and key stakeholders, ensuring alignment with DarkStar’s strategic objectives.
  • Produce detailed reports on specific mission areas or capabilities, identifying mandates, outcomes, and gaps, while crafting strategic solutions tailored to DarkStar’s operational needs.
  • Design and implement non-material solutions, overseeing their submission to enhance inter-departmental alignment and collaboration, consistent with DarkStar’s innovative approach.
  • Craft decisive statements linking capability gaps to strategic investments, clarifying the scope and necessity of acquisitions in line with DarkStar’s strategic goals.
  • Formulate and secure agreement on operational plans for deploying assets to address capability gaps, ensuring operational excellence.
  • Establish precise performance criteria to guide system engineering and related practices, upholding DarkStar’s high standards.
  • Manage the production of critical documents, guaranteeing their accuracy and relevance to DarkStar’s operations.
  • Lead exploratory studies to collect essential preliminary data, leveraging relationships with research institutions and industry leaders.
  • Support requirement documents with detailed cost analysis and robust business case justifications, aiding decision-making processes.
  • Provide comprehensive support across all project phases, reflecting DarkStar’s systematic approach to project management.
  • Maintain regular updates on project progress and manage a detailed archive of all deliverables, ensuring transparency and accountability.
  • Facilitate regular meetings with the Contracting Officer’s Representative (COR) to ensure ongoing alignment on project deliverables and address any emerging challenges.
Minimum Qualifications
  • Minimum of ten (10) years of relevant experience, including five (5) years in a managerial role.
  • At least four (4) years experience as a primary scheduler using Integrated Master Schedules (IMS) in major projects.
  • Extensive experience in the acquisition process and strategic document management.
  • A Master’s degree in Project Management, Business Administration, or a related field is highly preferred.
