Dallas Area Rapid Transit is Hiring a Project Controls Manager Near Dallas, TX

General Summary:

Under the direction of the Project Controls Director of Dallas Area Rapid Transit’s (DART) Development Program Support division, this position provides support to Development Capital Programs/Projects, as well as other DART projects, within the Development department. This position is responsible for overseeing the planning, monitoring, and controlling of projects to ensure successful delivery within established parameters. The Project Controls Manager will play a vital role in managing project schedules, budgets (including Grant & ILA funding), risks, and performance to achieve project objectives and meet stakeholder expectations on Capital Projects/Programs in compliance with organization, local, state, and federal regulations.

Essential Duties and Responsibilities:

  • Monitor project financial performance and cost variances, providing proactive analysis, and reporting on project status. Manage and direct the consultant staff on estimating, budgeting, and tracking expenses related to capital projects. Identify cost drivers, variances, and recommend cost-saving measures.
  • Collaborate with project teams (incl. consultants) to gather data related to schedules and resource utilization for accurate reporting and decision-making. Develop and update project schedules using Primavera P6 software. Ensure that project activities are planned, executed, and completed within the specified timelines. Monitor and report on schedule deviations on a periodic basis. Manage other staff/consultants.
  • Collaborate with project managers to establish project budgets based on scope, resources, and timelines. Monitor and control project spending throughout the project lifecycle. Prepare and update cash flows for capital projects on a periodic basis.
  • Prepare reports and presentations to communicate project costs, variances, and trends to stakeholders. Provide regular updates on project status, risks, and issues related to cost and schedule.
  • Conduct risk workshops and identify potential risks and issues that may impact project costs and schedules. Develop mitigation strategies and contingency plans to ensure timely and cost-effective project completion.
  • Collaborate with internal teams, project managers, contractors, and other stakeholders to understand their requirements and concerns related to cost and schedule.
  • Ensure adherence to DART, Local, State and Federal regulations, guidelines, and project-specific requirements related to cost estimation, scheduling, and reporting.
  • Continuously evaluate and enhance cost estimating, scheduling, and reporting processes. Identify opportunities to streamline operations, improve efficiency, and maximize cost savings. Provide training and guidance to other staff and consultants as needed.
  • Manage and administer DART’s Cost Management System and assist in the transition to EPM system – MasterWorks®. Will become the go-to expert at using MasterWorks® for Project Controls. Provide training and guidance to other staff and consultants as needed.
  • Effectively communicating complex cost analysis findings and recommendations to non-financial stakeholders. Providing financial training or guidance to enhance cost awareness and accountability across the organization.
  • Performs other related duties as assigned.

Minimum Knowledge, Skills, and Abilities Required:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor's degree from an accredited college or university in Finance, Accounting, Business Administration, Construction Management, Engineering, or related field.
  • Six (6) years of relevant experience in Project Controls specifically related to major capital projects and inter-related programs to include three (3) years experience of direct management-of-staff. Experience with Transit Capital projects/programs is preferred.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • Proficiency of PC software applications to include Microsoft Office, Primavera P6, and software related to Scheduling and Cost, including estimating.
  • Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
  • Knowledge of budget development/analysis, and operational cost factors.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.
  • Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Creates a feeling of belonging in the team.

  • Ability to accurately scope out length and difficulty of tasks and projects. Sets objectives and goals. Breaks down work into the process steps. Develops schedules and task/people assignments. Anticipates and adjusts for problems and roadblocks. Measures performance against goals. Evaluates results.
  • Ability to read a situation quickly. Good at focused listening. Can effectively negotiate difficult agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
