Roles & Responsibilities

Culmen International is hiring anexperienced Senior Program Manager  to lead a contract supporting a military medicine research and development program on site in San Diego, CA.

The PM shall integrate and manage all contractor work efforts, ensure deliverables are provided in an acceptable and timely manner, and provide a single point of contact for corporate commitments. The PM has overall responsibility for managing contractor performance. The Program Manager (PM) may also be required to provide oversight of additional assigned projects within the Global Advisory and Management Services division of Culmen International. This will include accountability for the management and execution of all tasks and subcontracts of awards assigned.

Roles and Responsibilities:

• Independently manage the execution of program tasks and deliverables to ensure success while monitoring project progress continuously with detailed reports on measurable items. 
• Establish clear expectations and accountabilities with all project team members and stakeholders for projects teams.
• Ensure completion on schedule, within budget, address changes with the client proactively.
• Monitor and assign resources appropriately to maintain project efficiency and maximize deliverable outputs.
• Periodically evaluate the performance of the team members and provide feedback to team members.
• Serve as the main point of contact with the client to ensure satisfaction with progress.
• Assess risks and identify issues and solutions to timely and efficiently achieve program goals or project objectives while maintaining quality standards.
• Ensure compliance with prime contract and task order requirements. 

Basic Qualifications

• Bachelor's degree required; Master’s degree preferred. Business Administration or Health Care Administration
• 10 years of experience managing major programs or projects; preferred experience supporting Military Medicine programs.
• 10 years supervisory experience responsible for achieving results from up to 100 subordinate staff and intermittent contractors.
• Possession of excellent written and verbal communication
• Detail-oriented, with excellent project management and coordination skills
• Effective prioritization and time management skills
• Over 10 years’ experience managing Military Medical Clinical and Scientific Research programs valued at approximately $5-10 million annually
• Experience managing onsite and offsite staff and subcontractors at approximately 50-100 full-time equivalents
• Knowledgeable on Federal regulations for research involving human and animal subjects.
