Job Summary

The Project Manager (PM) is responsible for managing the entirety of the client's planning, procurement, design, construction, supplemental services, and project closeout processes for recovery repair and replacement projects. The PM performs a broad range of tasks with the focus of keeping projects on schedule and on budget. The PM produces accurate and timely reports on project development and execution for all relevant parties. The PM serves as the client's representative, working on behalf of the client, coordinating all parties to ensure the successful completion of recovery projects. Assuming the projects assigned to the PM are funded through the FEMA Public Assistance (PA) Program or other federally funded programs, the PM will tracks FEMA eligible and ineligible expenses throughout the life of the project. The PM provides detailed and timely reports on progress and status of the project. provide expert advice and assistance on complex project execution issues, coordinate their resolution, and perform other assignments as required.

Essential Duties and Responsibilities

  • Reviews and approves procurement packages for design and supplemental professional services and ensures the procurements departments has all required documentation.
  • Attends pre-bid meetings
  • Attends bid openings
  • Reviews Architecture/Engineering (A/E) bid tabulations, and coordinates the resolution of any issues
  • Reviews all A/E consultant payment applications for acceptability.
  • Assists the client in the evaluation of scope changes
  • Coordinates with the A/E during document preparation
  • Reviews cost estimates
  • Reviews preliminary and final plans and specifications, coordinating any needed revisions
  • Makes routine site visits with the A/E and contractor to evaluate progress, performance, and compliance
  • Maintains project schedules, including all program and project milestones
  • Evaluates change order proposals (scope of work and costs) for changes or additions during the life of the project, reviewing for scope and cost reasonableness
  • Assists the client in the review of the A/E, Schedule of Values, and proposed construction schedules
  • Reviews and approves/rejects contractor invoices
  • Prepares and maintains detailed project files, which are accessible to all necessary stakeholders
  • Provide detailed reporting to the client and the grant manager
  • Coordinates all documents through CSRS' documents control system ensuring complete files
  • Participates in the review and approval of Final Inspections of completed work
  • Assists in project closeout preparations
  • Reviews final as-built records produced by the A/E for compliance and filing

Minimum Qualifications

  • Bachelor’s degree in Construction Management or Architecture
  • 3-5 years of experience with construction, architecture, or engineering project management
  • General knowledge of means and methods of construction, and Building Codes and regulations
  • Proficient in basic Microsoft Office Products, specifically Outlook, Word, and Excel
  • Great verbal and written communication, analytical, business, customer service, and decision-making skills
  • Ability to effectively communicate with A/E Design Teams and Contractor
  • General knowledge of AIA Documents, specifically, but not limited to B101, A101 and A201
  • General knowledge of Construction Documents and Specifications
