Overview

This position will serve within Product Director (PD) GFEBS as a Project Manager for the delivery and management of minor and major enhancements through the Agile processes. A major focus for the position will be oversight and coordination with the current System Integrator (SI), Functional Process Owner (FPO), and corresponding Agile Team for delivery of solutions to the Army users. The Project Manager performs activities to initiate, plan, execute, monitor, control, and close projects with high cost, impact, and complexity. The position requires experience managing projects, engaging with Army customers in their daily operations, and strong team building experience with both civilians and contractors. This position requires the utmost professionalism, trust in both self and others, self-motivation to anticipate needs or potential issues, and preparation for events as a Project Management Office (PMO) representative facing external customers and leadership daily.

Responsibilities

General expectations and duties include, but are not limited to the following: 

  • As a Project Manager, the candidate will be responsible for managing, planning, and executing GFEBS enhancement projects and other ongoing Systems Engineering processes.
  • Extensive experience supporting Army ERPs, preferably GFEBS
  • Deep understanding of ERP development and fielding
  • A team player with excellent communication skills and the ability to deliver results in the absence of formal guidance

Duties 

  • Leads multiple concurrent projects using expertise in Agile software development methodologies and Hybrid-Waterfall IT project management methods to oversee organizational work activities to meet program goals.
  • Serves as liaison with external stakeholders to coordinate activities, negotiate tasks, and solve problems, including the development of emerging requirements.
  • Work with the Government stakeholders to understand and prioritize their requirements.
  • Works with Functional Process Owner (FPO) to balance and prioritize backlog to meet overall customer requirements, constraints, and objectives and assist product development lifecycle to understand implementation challenges within the Agile and Hybrid-Agile frameworks.
  • Coordinate with product development to arrange participation of stakeholders at key iteration ceremonies, like Program Increment Planning and System Demos.
  • Keep PMO and entire Agile team fully informed around changes that will affect the team.
  • Provide advice, recommendations, and technical advice with internal partners, such as project team members, Division Director, Branch Chief, and external partners, such as Business Users, other supporting groups and contractors.
  • Develops information system test strategies, plans, or scenarios, as well as develops and implements information systems security plans and procedures.
  • Develop and communicate the product vision and inform the development of the product roadmap.
  • As representative delegated to serve role as Product Owner, create features and assist development of user stories in ServiceNow portal including description and acceptance criteria.
  • Ensure that features align to product requirements, maintain the requirements traceability matrix, and ensure alignment of requirements to test execution and results.
  • Monitor the progress and scope of features (e.g. leveraging the Feature Progress Report) to ensure that the epic remains on schedule and within cost.
  • Participate and provide input or response to Planning Iteration (PI) Objectives at PI Planning events.
  • Own, prioritize and refine the feature backlog in ServiceNow, and manage the flow of work at the feature level.
  • Review contractor delivered documentation related to design, build, test and deploy; provide constructive feedback for improvement as needed and accept corresponding features in ServiceNow.
  • Provide input and recommendations towards maintaining functional and technical design documentation and training content.
  • Provides subject matter expert level advice and support to assist software development teams make critical decisions and take advantage of resources availability.
  • In coordination with Epic Manager, keep Government stakeholders and leadership informed of current status with respect to progress against epic scope, cost and schedule as established in the roadmap.
  • Reviews technical requirements for best practices and optimization of end to end business processes, including recommending tools, technologies, and approaches based on analysis of cost, schedule, risk, and business value while providing technical oversight of teams supporting development.
  • Brief internal and external stakeholders, including senior leadership, on all aspects of the project and provide recommendations, including facilitating and participating in stakeholder-centric project reviews.
  • Manages assigned projects and resolves issues and risks using defined risk management processes to ensure accurate mitigation leading to a quality delivery.
  • Provide insight and recommendations with Shared Services, Managed Service Provider, and Cloud Service Provider contract personnel to ensure DevOps pipeline for product’s development lifecycle.
  • Adhere to daily and weekly reporting tasks, maintain proper email, Microsoft Teams and meeting etiquette per office CONOPS, and adhere reporting requirements through the Chain of Command.
  • Review program documents for relevancy, accuracy and completeness to project management framework and overall best practices in software systems engineering as required.

Qualifications

Required Education & Experience 

  • Active DoD Secret 
  • 10 years of technical and/or financial operations experience in IT or a related industry 
  • 2 years of U.S. Army or other DoD experience 
  • Bachelor’s degree in Systems Engineering preferred
  • Strong client relationship and management skills
  • Ability and desire to keep up with industry best practices, IT trends and innovation including cloud computing and financial technologies 
  • Ability to work independently as well as collaboratively in an integrated team with local and remote team members
  • Ability to maintain flexible work hours (work hours are consistent but occasional ad hoc requirements may necessitate flexible hours)
