Covered California is looking for a Payroll & Benefits Unit (PBU) Manager to lead our PBU team! We are in search of an enthusiastic and customer service-oriented individual who is comfortable providing and receiving feedback and has a strong Payroll and Benefits background. This role will give you the opportunity to be part of a hardworking and collaborative team, as well as allow you to gain and build upon your leadership skills. To be a successful PBU Manager, you will need a strong customer service background, as well as experience with Payroll and Benefits, Labor Relations, and various computer programs such as Microsoft Excel, Word, and Outlook. Experience with Human Resources systems such as Workday is a big plus! This position’s office headquarters location is designated in Sacramento County. Travel expenses associated with commuting to the employee’s office headquarters location are not reimbursable, other than authorized transit subsidies.

Working Conditions

  • This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California’s current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.
  • Employees are no longer required to submit Covered California’s Self-Screening Questionnaire prior to coming onsite. Additionally, the State of California COVID-19 Testing Program requirements, along with COVID-19 vaccination verification are no longer needed. Covered California’s COVID-19 Prevention Plan has been updated to incorporate the revised CDPH Public Health Officer Orders.

Statement of Qualifications (SOQ) Instructions: A SOQ is required to apply. The SOQ will be used as a pre-interview screening tool. Applicants who do not follow the SOQ instructions and/or do not answer the prompt as stated below will not be considered.
A Statement of Qualifications (SOQ) must discuss how your education, training, and experience qualifies you for this position. The SOQ must be no more than two pages in length, 12 pt. Arial font, and must address each of the questions listed below. You must answer all questions in the order they are listed with the question number.
  • Describe your experience providing guidance and ensuring uniform interpretation and implementation of laws, rules, regulations, policies, and procedures with an emphasis on varying bargaining units within civil service.
  • Describe your experience coaching, mentoring, and training others to build or enhance their technical skills.

  • Ability to facilitate training, meetings, and workshops and prepare and deliver presentation materials and information.
  • Ability to communicate effectively, both orally and in writing, with all levels of staff, stakeholders, and business partners.
  • Civil Service Transactions experience preferred.
  • Experience in interpreting and applying civil service laws, rules, regulations, policies, and procedures
  • Experience with various software systems including Microsoft Office Suite and Human Capital Management applications.
