Job Title: Senior Technical Project Manager
Duration: 6 months, with a high possibility of extension into FY25

Job Description:
The Senior Technical Project Manager will join our team on a contract basis to play a pivotal role in overseeing large-scale capital technology projects supporting the One Network Program across multiple agencies and secretariats. Reporting to the Enterprise PMO Director and receiving guidance from the PMO Director and Director of Enterprise Technology Planning and Logistics, this role will ensure the successful delivery of projects within set timelines and budgets while fostering collaborative cross-functional strategic planning and management of project performance reporting. The primary focus will be on implementing MEP systems and designing facility converged networks to support MEP control system connectivity for the new Veterans/Soldiers Home in Holyoke, MA. Additionally, the Project Manager will lead procurement activities related to network IT planning, create and maintain project documentation, elicit and translate business requirements into technical specifications, and facilitate project team meetings while managing project risks, issues, and changes.

Duties and Responsibilities:

• Act as the single point of contact for the implementation of MEP systems and subsequent high-level design of the facility converged network for the new Veterans/Soldiers Home, collaborating with cross-functional teams, agency lead PM, and vendor.
• Lead all procurement activities related to network IT planning such as maintenance contract renewals and new hardware and/or software acquisitions.
• Create and maintain project documentation for tactical planning and communication, and high-level presentations for executive-level share-outs.
• Elicit and translate business requirements into technical specifications and document Scope, Use Cases / User Stories, and other technical documentation.
• Ensure detailed project plans, work breakdown structures, project checklists, and budgets align with established time frames, available/approved financing, and staffing availability.
• Facilitate and communicate project team meetings, manage project risks, issues, and changes, and develop contingency plans to mitigate risks.
• Conduct post-project retrospectives to assess goal achievement and identify mitigations.

Preferred Knowledge, Skills, and Abilities:

• Minimum of 5-8 years of experience in project management, preferably supporting complex, cross-functional IT, and network implementation projects.
• Familiarity with information technology concepts, systems, networks, and solutions.
• Strong understanding of project management methodologies, tools, and techniques.
• Excellent communication and interpersonal skills.
• Ability to handle multiple concurrent priorities and meet established timelines.
• Strong written and presentation skills.
• Strong interpersonal skills, including the ability to work across the organization and interact effectively at all levels.
• Knowledge of project governance frameworks and best practices.
• Government or public sector environment experience is a plus.
• PMP Certification or equivalent project management certification is a plus.
