Formed in 2023, Our Own Lives is a new disability services organization that will begin providing direct services to the disability community in Southwest Colorado in July of 2024. To be ready for the July 2024 date, staff are now being hired. We serve individuals and families in Archuleta, Dolores, La Plata, Montezuma, and San Juan Counties. Previously the direct services arm of Community Connections, Inc.,we have decades of experience providing person-centered, inclusion-focused supports to the disabled community on its own terms. The Human Resources Director will lead the Human Resources operations of the organization and reports to the Chief Executive Officer. This position supervises the Human Resources Generalist, provides resources to staff in all areas of employee relations, maintains State and Federal employment regulations, provides consistent employment practices, and works directly with supervisors to assure Human Resources guidelines and regulations are maintained.

Title: Human Resources Director
Reports To: President/CEO 
FLSA: Salary/Exempt 
Location: Hybrid. Can be remote or in office. 
Job Description: This position supervises the Human Resources Generalist, provides resources to staff in all areas of employee relations, maintains State and Federal employment regulations, provides consistent employment practices, and works directly with supervisors to assure Human Resources guidelines and regulations are maintained. 
All employees will uphold Our Own Lives mission, vision, and values. 
Responsibilities: 
Company Compliance 
  • Assure the company follows all federal and state applicable laws, i.e., the Civil Rights Act, Americans with Disabilities Act, Title VII, ERISA, FLSA, OSHA, FMLA, FFCRA, EPA, minimum wage standards, and required posting of federal and state laws.
  • Maintain HIPAA standards and guidelines ensuring delivery of privacy and security training and orientation of all employees as well as ongoing training and information dissemination on HIPAA issues and practices, including privacy policies and information on risks and practices. Additionally, ensure compliance with privacy practices and consistent application of sanctions for failure to comply with privacy and security policies for all individuals in the agency’s workforce, in cooperation with employee’s immediate supervisor and HIPAA compliance officer.
  • Assure the company follows Administrative and Personnel Policies and Procedures. Developimplement, and annually review the HR Policies and Procedures and reflect in Employee Handbook and Safety Manual.
  • Stay current with the latest employment trends and HR legislative issues.
  • Assist with lawsuits and unemployment hearings regarding employees. 
Employee Resources
  • Provide prompt customer service to all employees to assist with questions, concerns or needs.
  • Prepare, maintain, and make available to staff on the Human Resources Information System the employee handbook, safety manual, and documents for mandatory readings, posting requirements, and related notifications for employees for action and/or attention.
  • Provide assistance to supervisors to maximize the quality and professionalism of Our Own Lives’ staff.
  •  Assure agency orientations are conducted, as needed.
  • Train employees on Employee Handbook and Safety Manual including Workers Compensation, HIPAA, Payroll, Emergency Response Plan, Crisis Communication, and Mandatory Reporting.
  • Work with Directors when needed on job development and position descriptions. 
  • Conduct 60 day, 6 months and exit interview surveys, as needed.
  • Oversee development and meetings for Employee Improvement Plans. 
  • Conduct all terminations per the Policies and Procedures.
  • Write job offer and termination letters to assure legalities are met for both parties involved.
  • Provide management training as requested. Research available resources and provide information.
  • Provide ongoing agency training, including at least quarterly safety training, based on need.
  • Conduct or participate in surveys concerning employment trends.
  • Develop, edit, and contribute to routine electronic communiques and notifications to employees.
  • Contribute to the executive and director teams.
Benefits
  • Work with Human Resources Generalist and insurance/benefits broker(s) regarding current and any future benefits to be offered i.e. medical, vision, dental, life, Employee Assistance Program, 401K, etc.
  • Oversee compensation and benefits administration to help insure competitiveness.
  • Understand benefit trends. 
Act as liaison between employees and Our Own Lives benefits administrators.
  • Oversee Human Resources Generalist’s benefits administration to all qualified employees, including Workers Compensation administration, management, and invoicing of benefits.
  • Work with insurance brokers to review insurance trends and cost analysis assuring cost savings to the company.
  • Oversee Human Resources Generalist’s billing process with benefit providers. Human Resources Generalist approves invoices for payments, as needed.
Documentation 
  • Oversee employee file maintenance and compliance including annual audits of files 
  • Oversee all New Hire paperwork through the Human Resources Information System and hiring documents from hiring managers. 
  • Monitor all background checks: Address any that warrant explanation.
  • Determine if the employee will be hired or continue employment based on any background checks. 
  • Assure supervisors help applicants fully understand the scope of the job.
  • Oversee the updating and maintenance of the Human Resources database, including electronic files and documents in the Human Resources Information System. 
  • Oversee all Unemployment claims working with the agency’s attorney and provide regular reports to Chief Executive Officer and Chief Financial Officer.
  • Collect and analyze data for onboarding, turnover and retention, and employee engagement. 
  • Provide professional letters of reference for employees of the company to assure only legal information is given accordingly.
Community 
  • Attend Durango Area Human Resource Managers meetings. 
  • Attend trainings that will enhance the Human Resources department.
Worker’s Compensation
  • Complete State required Cost Containment renewals as required. Provide training to employees and consult with management to collectively maintain a low experience modification rate for Workers Compensation. 
Emergency Involvement
  • Meet with President/Chief Executive Officer annually to review Emergency Action Plan and Crisis Communication Plan.
  • Assist with getting emergency information out timely to employees
Management
  • Supervise the Human Resources Generalist.
  • Supervise the Human Resources Administrative Assistant (if position is filled).

  • Expert knowledge in Human Resources disciplines and areas of expertise such as management, training, insurance, risk management, and workers compensation.
  •  Have a grasp on legal guidelines for wage and hour, personnel law, and federal and state laws impacting employment.

  • Ability to commute for business, when needed. If driving, must possess a driver’s license in the state in which they reside and current auto insurance.
  • Human Resources Certification Institute (HRCI) Senior Professional in Human Resources (SPHR) certification preferred.
  • Society for Human Resource Management (SHRM) Senior Certified Professional (SCP) certification preferred.
  • Satisfactory completion of all background checks and references, including Motor Vehicle Record is required.***
Qualifications: Four-year degree.Preferred Human Resource Degree or equivalent related experience in the Human Resource field. Five years of Human Resources work-related experience.
Physical Demands of the Job: These essential tasks may be performed with or without accommodation or assistive technology. Employees in this position may spend significant hours on the computer writing and corresponding. The employee must be able to read text on the computer and paper documents. Communicating with clients via email, letters, and telephone are required. An employee in this position will use a laptop computer and may also have documents and files that they will need to transport within and outside the office. The employee may be required to attend meetings, training and other community activities within the region of Southwest Colorado, with the possibility of occasional travel within Colorado or out of state to training or conferences.
