Starting Pay: $34 - $36 per hour

Position is located in Santa Rosa

Office Hours: Monday-Friday 8:30 AM – 5 PM

The Community Child Care Council is looking for a Fiscal Program Coordinator to

join the 4Cs team. The ideal candidate will work under the direction of the

Controller - Child Care Contracts to accurately perform all fiscal duties related to

the provider payment functions of the agency. In collaboration with the Controller -

Child Care Contracts this position will act as a department leader and support

person for Early Care and Education Services Fiscal Department and liaison to the

Child Care Provider Community. The Fiscal Program Coordinator position is

expected to uphold 4Cs internal control safeguards and maintain strict

confidentiality. The Fiscal Program Coordinator position recognizes the complexity

and responsibility level of the assigned duties and is distinguished from the

Payment Specialist by performing the job duties with a high degree of accuracy,

independence, problem-solving, depth of knowledge, and ability to adapt to system

improvements (Level 1 and 2) and make recommendations and implement such

recommendations (Level 3) to improve the effectiveness of provider payments

functions in the agency.

PRIMARY DUTIES & RESPONSIBILITIES

General Duties:

  • Develop and maintain excellent working relationships with internal and

external stakeholders.

  • Provide excellent customer service, including but not limited to, having a

friendly and approachable tone of voice and body language, returning phone

calls/emails within twenty-four hours of receipt of the call/email and

maintaining positive interactions with others.

  • Serve on a minimum of one agency or department committee.
  • Represent 4Cs at community outreach events for a minimum of eight hours

per year.

  • Assist Supervisor and other team members with department duties as

assigned.

Provider Payment Duties:

  • Responsible for leading all aspects of subsidized child care attendance and

payment vouchers including updating information, prescreening, screening,

calculating, data entry, reconciliation, check preparation and check release in

accordance with agency and funder policies and procedures.

  • Responsible for coordinating provider payment child care reimbursements

according to Fiscal Department calendar.

  • Primary point person for Provider Portal support and training. Implement

internal procedures to streamline department responsibilities and maintain

data integrity.

  • Responsible for conducting monthly payment compliance reviews and

informing Controller - Child Care Contracts regarding irregularities or

inconsistencies.

  • Coordinate Alternative Payment Program Family Fee receipt documentation

and create systems to ensure proper tracking and data collection.

  • In coordination with Controller - Child Care Contracts plan and implement

timely announcements and external communication plans.

Other Position Duties:

  • Authority to lead department and support staff in the absence of the ECES

Fiscal Assistant Director for provider payment runs, as requested by

Controller – Child Care Contracts.

  • Comply with all applicable program regulations and funding terms and

conditions.

  • Help to ensure compliance with all funder, licensing, and audit/review

regulations and guidelines.

  • Assist the Controller - Child Care Contracts in maintaining department

systems, including training, development, implementation, planning,

evaluation, computer programs, and paperwork.

  • Attend and participate in department staff meetings, scheduled all office

staff meetings, department retreats, in-service trainings, and staff

development opportunities.

  • Provide backup support to Payment Specialist responsible for creating center

bills, receipting outside child care forms, recording payments of center bills,

and creating payment plans.

  • Provide backup support to Payment Specialist responsible for 4Cs center

attendance calculations and reconciliation.

  • Assist with annual department requirements (i.e., parent and provider

evaluations, year-end center billing reconciliation, audit, and state and

federal monitoring review preparation).

SUPERVISORY RESPONSIBILITIES:

  • None

SKILLS & QUALIFICATIONS:

  • Experience with Child Care Data Management Systems.
  • Effective verbal and written communication skills in English. Spanish

preferred but not required.

  • Demonstrated knowledge of Microsoft Office programs, e-mail and internet,

PowerPoint, or other presentation software.

  • Extensive experience and comfort level with office equipment (phones,

computers, iPad) databases, interfacing with technology vendors.

  • Project management and leadership experience.
  • Detail oriented. Demonstrated accuracy with calculating figures and record

keeping.

  • Ability to work well with people from various social, cultural, economic, and

educational backgrounds.

  • Experience working with low-income families from culturally and linguistically

diverse backgrounds.

  • Ability to work independently but ask appropriate questions and seek help as

needed.

  • Excellent judgement and maintenance of confidentiality.
  • Ability to work in a fast-paced environment and deliver excellent customer

services to internal and external stakeholders.

  • Valid California Driver’s License and insured vehicle.
  • Available to work some evening and weekend hours as needed.

EDUCATION & EXPERIENCE:

  • Associate Degree in general education or related field.
  • Minimum three years’ work experience with increased responsibility in a

social service or child care agency.

WORK ENVIRONMENT:

  • Office Environment
  • Work From Home (WFH) [Up to 40%]

PHYSICAL REQUIEMENTS:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.

TRAVEL:

  • Extremely limited travel required to attend trainings, meetings, and/or

department retreats.
