Job Duties

The Human Resource Analyst I independently performs HR functions to include ER, Recruitment, Compensation, Benefits, and transactions by performing analysis of trends, data, and jobs; interpreting and applying policies, procedures and regulations; and providing consultation in support of a district or office. Incumbent addresses all actions associated with recruitment, selection, pay determination, documentation, benefits administration, FLSA, classification and performance management. Prepares and submits personnel transactions and associated paperwork for review by manager in personnel tracking system. Responds to FOIA inquiries, provides outplacement assistance to staff, makes recommendations and implements district or office processes. Tracks the development and maintenance of Employee Work Profiles, performance actions and grievances. Develops district training plan & needs assessment. May conduct HR training & orientation for employees with pre-established training and orientation materials. May support on-boarding processes for contractors or serve as a liaison between the contract agency and contractor for on-boarding processes.

Minimum Qualifications

• Working knowledge of human resource programs, regulations and guidelines.
• Working knowledge and demonstrated experience working with recruitment & selection techniques and strategies, classification & compensation practices.
• Knowledge and experience working with benefits and the processing of personnel transactions.
• Ability to interpret and apply applicable policies and procedures.
• Ability to prepare, process, track and file a large volume of employment and position transactions.
• Strong computer, oral and written communication, and organizational skills.
• Ability to manage competing priorities and meet deadlines.
• Ability to maintain confidentiality.

Preferred Qualifications:

• Education or training in Human Resources, Business or related field;
• Knowledge of state benefit and recruitment systems (PMIS & RMS);
• Working knowledge of DHRM Human Resource policies & procedures

This is a long term restricted position that is solely funded by the Center for Disease Control and Prevention ending June 30, 2024. The availability of funding is scheduled for review before the grant expiration date and periodically thereafter. Employment is contingent on the continued availability of grant funds.
