Job Duties

The position will serve as of the Recruitment Specialist for the Virginia Department of Education and will be responsible for recruitment and compensation matters for assigned offices. The position will also serve as a back-up to Cardinal, payroll, onboarding and offboarding.
This position is located at the Old City Hall Building, 1001 E. Broad Street, Richmond, VA 23219.

Minimum Qualifications

- Considerable knowledge of Human Resource policies and procedures; particularly in the areas of recruitment and selection and compensation.
- Demonstrate proven experience interacting with multiple levels of management to coach, guide and facilitate complex decision-making that results in successful hiring decisions.
- Knowledge of progressive recruitment and selection strategies that identify highly qualified candidates and maintains compliance requirements.
- Demonstrate the ability to research complex materials, make decisions, and effectively articulate the reason/rationale for all determinations, especially screening and hiring decisions.
- Experience determining starting salaries for candidates.
- Experience with Cardinal and Page Up or other HRIS Systems.
- Demonstrate the ability to work independently and prioritize work tasks; analyze information/situations and develop logical conclusions.
- Demonstrate the ability to research complex material, make decisions, and effectively articulate the reason/rational for all determinations, especially screening and hiring decisions.
- Demonstrate ability to counsel with managers and employees; work with sensitive and confidential information; communicate effectively orally and in writing.
- Must be skilled in the use of computer software packages for office management and production (MS Word, and Excel).

Additional Considerations

• Experience in recruitment.
• Knowledge of Commonwealth of Virginia recruitment and hiring programs is preferred.
