This is a highly responsible position in the Justice and Public Safety Cabinet. The employee is expected to perform all duties to the best of their ability, act in a responsible manner at all times, demonstrate leadership qualities, as well as treat all staff, youth, and persons with respect. Responsibilities include, but are not limited to, the following:

• Within the DJJ budget office, provides oversight and direction to staff in functional area(s) of budget development; Analyzes, compiles,approves, and executes agency budget requests and submits final recommendation to the Office of the State Budget Director for approval.
• Serves as the centralized agency budget specialist to the Office of the State Budget Director for DJJ. Receives and analyzes budget requests for approximately 81 budget units, develops and executes, and submit budget requests; Oversees and approves the development of yearly management budgets; Provides budgetary advice to lower level budget specialists and Fiscal Managers.
• Provides budgetary oversight, technical assistance, and approvals for expenditures for lower level budget specialists, Fiscal Managers, and Fiscal Branch staff; Reviews, audits, and approves payments in eMars for accuracy and compliance with budgetary guidelines, Kentucky Revised Statutes (KRS), Kentucky Administrative Regulations (KAR), and policy; Requests budget documents in the budgeting system such as allotment shifts and appropriation increases.
• Performs on-going budget analysis by analyzing agency needs and developing budgetary projections; Represents the agency as the liaison for the Office of the State Budget Director, Finance and Administration Cabinet, Justice Cabinet, and Legislative requests.
• Completes federal, state, and agency mandated reports, requests for information, projections, policy review, special projects, open records, and legislative impacts as needed; Oversees the fiscal close out package.
• Attends meetings and trainings as required.
• Performs other duties as required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
