The Position

Under general supervision of a department director and/or senior level City staff, this journey-level position will perform a variety of responsible administrative and secretarial work for an assigned department or division; perform routine administrative detail work; and perform related work as required.
Distinguishing Characteristics:
This classification is distinguished from other City classifications performing administrative support and secretarial duties due to the nature, diversity and scope of responsibilities which require access to confidential information affecting labor relations, a greater degree of tact, discretion, initiative and independent judgment, and carry a greater consequence of error.
The Human Resources Team:
The Human Resources Department at the City of Santee is a small team of experienced human resources professionals who work closely and cross-train to further enhance each other's skill sets and maintain business continuity to our internal and external customers. Our goal is to be dynamic, resourceful, and well-rounded in our experience to best support the needs of the city.
The department is made up of the Director of Human Resources, Senior Human Resources Analyst, Human Resources Technician, and we are seeking the last piece of the puzzle to complete our team - an Administrative Secretary.
The Ideal Candidate:
The ideal candidate for this position has the ability to multi-task in the face of competing priorities and should have strong interpersonal and organizational skills, be self-motivated, take initiative and be able to anticipate the needs of the Human Resources Department to help make the team more efficient.
This person will possess a high attention to detail when filing, tracking, and preparing correspondence; have a demonstrated track record of meeting or exceeding objectives; and must be able to manage multiple tasks simultaneously and have strong time-management skills, the initiative to explore available resources, and capacity to solve problems. The ideal candidate takes a collaborative approach, practices excellent customer service skills when working with others, and will take ownership of assignments and work independently without the need for constant guidance.
This candidate confidently performs a wide-range of functions, taking on varied roles while organizing and prioritizing their duties; a self-starter who meets deadlines and provides a wide range of support to the HR team.
This is a position for someone with a passion for serving employees with excellence, a natural curiosity and willingness to ask questions, able to work well with a team but also exercise strong independent judgment. The professional, qualified Administrative Secretary will have strong written and verbal communication skills.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Receive and screen visitors and telephone calls; respond to sensitive requests for information and assistance;
  • Receive and track information associated with public records request;
  • Provide information which requires the use of judgment and interpretation of policies and procedures;
  • Organize own work and set priorities to meet critical deadlines;
  • Relieve senior staff of certain administrative matters by following up on projects, transmitting information, keeping informed of pertinent activities and maintaining an appointment calendar;
  • Assist in the compilation and tracking of budget data;
  • Gather and process payroll for all employees in department;
  • Perform purchasing functions for the department including acting as the purchasing designee; procure office supplies;
  • Organize meetings by notifying participants, making room arrangements and preparing required informational materials;
  • Maintain a calendar of activities, meetings and various events for assigned staff; coordinate activities with other City departments, the public and outside agencies; coordinate and process staff travel arrangements;
  • Use word processing software and equipment to type drafts, revisions and final copy of a wide range of documents from handwritten notes, recordings, requiring extensive knowledge of word processing and formatting features;
  • Use spreadsheet and graphic software programs to create and/or enhance various documents;
  • Organize and maintain various administrative, reference and follow-up files;
  • Independently compose letters and memoranda related to assigned area of responsibility;
  • Review final documents for completeness, accuracy, format and English usage;
  • Collect information, design, and produce newsletters, brochures, and other specialized documents using desktop publishing software and other computer applications; exercise independent judgment and provide recommendations in the design and creation of informational material; and
  • Perform other duties as assigned.
In addition to the duties listed above, the following are representative duties when assigned to the Human Resources Department:
  • Recruitment and selection activities
  • Assist with new hire orientations and employee offboarding
  • Act as program coordinator for City-wide employee wellness and engagement activities
  • Coordinate annual open enrollment and benefits fair activities
  • Conduct and respond to salary and benefits surveys
  • Coordinate, assign and track all required trainings for employees
  • Coordinate pre-employment processes for new hires
  • Assist with risk management-related duties

Minimum Qualifications

Any combination of education, training, and experience which demonstrates the ability to perform the duties of this classification. An example would be:
EDUCATION: Education equivalent to graduation from high school, AND
EXPERIENCE: Four (4) years of recent, progressively responsible, clerical experience.
Recent work experience in public sector human resources-related programs is desirable.
"Recent" experience is defined as relevant experience obtained within the last three (3) years.
Examination Process:

Candidates whose qualifications most closely meet the needs of the City will be invited to participate in the recruitment process for this position. The recruitment process may consist of any or all of the following components: Appraisal interview, and a written or practical skills assessment.

The eligibility list created for this position will be used for any upcoming Administrative Secretary vacancies in other City departments that may occur during the eligibility list period.

Special Requirements

The applicant selected will be subject to a criminal history investigation through the California Department of Justice (DOJ) and a thorough background check. A waiver for reference and background information must be completed.
Possession of, or ability to obtain, a valid Class C California driver's license is required at time of appointment. A safe driving record is required and must be maintained during period of employment.
City of Santee employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
