Job Description

JOB TITLE: Human Resources Director DATE: January 2023

DEPARTMENT: Human Resources FLSA STATUS: Exempt

POSITION SUMMARY:

Oversees the administration of the City's Human Resource and Risk Management Department. Providing employee benefit programs, compensation and budget administration, liability coverage, and legal compliance. Responsible for providing qualified personnel to perform municipal services. Develops and implements personnel policies involving labor relations including collective bargaining agreements. Coordinates and processes grievance and arbitration proceedings and advice the Mayor and Council regarding the same. This position assists and advises all City departments in personnel matters. Fosters a workplace environment consistent with the values and mission of the Mayor and Council. Reports to the Mayor or Director of Administrative Services.

JOB FUNCTIONS:

  • Responsible for establishing and maintaining the departmental budget
  • Provides direction to the staff in the performance of their duties, establishing work priorities where necessary, to achieve department initiatives
  • Formulates and administers personnel polices
  • Directs subordinates as necessary in the management of workers' compensation and liability claims
  • Administration, coordination, supervision and direction of the City with regard to compliance with all State, Federal, and local regulations concerning employee safety, including, but not limited to, loss prevention programs, and implementation and enforcement of such programs
  • Administers, coordinates, supervises and processes the City's liability, workman's compensation, property damage and group health insurance transactions and functions
  • Responsible for employee relations, provide advice and counsel on personnel issues
  • Represents the City in contract negotiations and assists with interpretation of labor agreement contract language
  • Conduct job analyses to establish the specific requirements of positions to properly classify and develop appropriate job descriptions
  • Oversee the development and administration of benefits programs, compensation structures, compliance and reporting functions, organizational structure and develop performance management
  • Reviews benefit plans determining appropriate value and cost
  • Conducts research, benchmarks positions and develops appropriate compensation structure
  • Oversees maintenance of accurate and complete personnel records
  • Recruits personnel for vacant positions, reviews resumes and applications, interviews and assist with the final decision process
  • Serves on the Personnel Committee, the employee Insurance Committee and other committees as may be designated by the Mayor
  • Performs other duties as assigned by the Mayor or DOAS

REQUIREMENTS:

EDUCATION:

Bachelor's degree in Human Resource Management, Business Administration, Psychology, Public Administration or related field. Masters degree or professional certification such as PHR of SPHR is a plus

EXPERIENCE:

3- 5 years of experience in human resources with increasing responsibility

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Broad knowledge and experience in employment law and practices, compensation, organizational planning, organization development, employee relations, safety, and training and development
  • Excellent interpersonal and coaching skills
  • Must possess leadership capabilities
  • Ability to interact effectively with the City Council

· Extensive knowledge of computer software applications, i.e. Word, Excel, and Outlook

  • Experience in the administration of benefits and compensation programs and other Human Resource programs
  • Excellent telephone, oral and written communication skills
  • High level of interpersonal skills to handle sensitive confidential situations and documentation
  • Ability to maintain a high level of confidentiality
  • Ability to research and analyze various types of data
  • Excellent organizational skills
  • Ability to prepare and administer a budget

EQUIPMENT TO BE USED:

Computer, fax machine, telephone, calculator, and general office equipment.

PHYSICAL REQUIREMENTS:

Standing, sitting, kneeling, stooping, lift minimum of 25 pounds.

WORKING CONDITIONS:

Works in a typical office setting with occasional evenings and/or weekend work.
