Purpose

The Civil Engineer III supervises and performscivil engineering duties related to the design and construction of state andfederal aid transportation systems within the City of Milwaukee.

Essential Functions

Planning and Design

  • Supervise and prepare studies, reports, environmental investigations, plans, specification estimates, and other submittals for federal and or state aided transportation improvement projects.
  • Secure permits for projects.
  • Monitor and prepare project status reports, monitor funding, update schedules, and review project billings.
  • Prepare and negotiate contract documents and review proposals.
  • Coordinate plans and utility reviews and comments for county and state trunk highway projects.
  • Undertake investigations and make recommendations on project design and concepts.

Coordination and Public Relations

  • Coordinate with outside agencies and establish agreements with Milwaukee County and other local communities and professional service contracts with private consultants.
  • Coordinate with elected officials, public utilities, railroads, and other municipalities relative to public meetings, deliverables, and project updates.
  • Appear before boards, commissions, and Common Council committees in the absence of the section head.

Leadership

  • Mentor and train Civil Engineer IIs.
  • Provide quality assurance and quality control reviews for project plans and reports.
  • Supervise review of various transit and transportation proposals and projects.

Minimum Requirements
  1. Bachelor's degree in Civil Engineering from an accredited school of engineering.
  2. Two years of full-time professional civil engineering experience performing design and construction work related to state and/or federal aided transportation projects.
  3. Valid driver's license at time of appointment and throughout employment.

Equivalent combinations of education and experience may alsobe considered.

Desirable Qualifications
  • Registration as a Professional Engineer (PE).
Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of the practical application of engineering science and technology.
  • Knowledge of design techniques, tools, principles, materials, and methods involved in the repair or construction of roads.
  • Knowledge of state and federal grant/aid programs for streets and bridges, including the application and design processes and how to resolve construction related issues.
  • Skill in the use of computer software such as Microsoft Office and Adobe Acrobat Professional.
  • Ability to prepare engineering plans using design software and drawing tools such as AutoCAD and MicroStation.
  • Ability to read and interpret documents such as survey reports, maps, drawings, blueprints, and aerial photography.
  • Knowledge of project management principles.

Communication and Interpersonal

  • Skill in providing customer service to internal and external customers and elected officials.
  • Ability to build and maintain positive working relationships with a multicultural and multidisciplinary staff, the public, various City of Milwaukee officials, and other agencies.
  • Ability to communicate with individuals at all levels inside and outside the organization.
  • Ability to work courteously, cooperatively, and effectively with people whose backgrounds may differ from one's own.
  • Written communication skills, including the ability to prepare reports.

  • Ability to anticipate and recognize problems and issues before they occur, collect information and formulate and efficiently implement appropriate action.

Current Salary

The current starting salary range (Pay Range 2MN) is $94,758-$112,137annually, and the resident incentive salary range for City of Milwaukeeresidents is $97,601-$115,501. Appointment above the minimum is possible basedupon level of experience and other qualifications and is subject to approval.

SPECIAL NOTE: Employees who possess a ProfessionalEngineering License will be paid an additional 3%.

THE SELECTION PROCESS will be job related and will consistof one or more of the following: an evaluation of education, experience and/orresponses to supplemental questions; a written or performance test, astructured interview or other assessment methods. The Department of EmployeeRelations reserves the right to call only the most qualified candidates tostructured interviews and performance examinations. Structured interviews mayinclude written exercises. Selection process component weights will bedetermined by further analysis of the job.
