ABOUT THE CITY

Today the City is home to a population of over 63,000 residents within La Habra’s 7.3 square miles. ABOUT THE DEPARTMENTThe Department of Public Works is responsible for developing and maintaining the City's infrastructure, which encompasses many areas. The Department has seven Divisions which include Administration, Fleet Maintenance, Parks and Trees, Refuse, Street Maintenance, Water/Sewer and Engineering. The Director of Public Works oversees these Divisions and the Department's 53 employees. The mission of the Public Works Department is to ensure that city facilities, equipment and public areas are properly maintained and to provide outstanding customer service for the citizens and visitors of La Habra.
 
ABOUT THE DIVISION
The Water/Sewer Division is responsible for maintaining the City’s water and sewer systems. The City’s water system provides water service to more than 13,000 service connections. Each connection is metered with meter readings collected each month. 
ABOUT THE POSITION
Under general direction, plans, organizes, manages and supervises, and reviews the work of water and sewer technicians in the Water and Sewer Divisions of the Public Works Department; performs a variety of technical assignments relative to the divisions; responsible for the safety and training of subordinates, works within the guidelines of the City and the Department; complies with all Federal, State and County water and wastewater system requirements; and perform related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Utilities Manager and the Public Works Director. Exercises general supervision over water and sewer technicians for the general operation and maintenance of the Water and Sewer Divisions.

  • Plan, organize, assign, supervise, and review the work of water and sewer technicians in the Water and Sewer Divisions of the Public Works Department.
  • Assist with the preparation of the annual operating budget for the Public Works Department as relates to water and sewer operations, and capital improvement projects.
  • Assist with, and perform a variety of personnel actions including employee selections, promotions, performance evaluations, and disciplinary actions.
  • Assign work daily for multiple crews; check on work progress throughout the day.
  • Conduct required safety training and other operational training sessions.
  • Prepare various compliance reports on operations and activities of division.
  • Oversee work of contractors.
  • Evaluate operations and activities of assigned divisions; recommend improvements and modifications. 
  • Coordinate compliance with the California State Water Quality Resources Control Board, Division of Drinking Water.
  • Attend required meetings regarding water use with the Metropolitan Water District, Metropolitan Water District of Orange County, California Domestic Water Company, Orange County Sanitation District, and other entities, as necessary.
  • Submit requests for materials, tools, equipment, and other supplies needed by the divisions; prepare equipment specifications; maintain expenditure log for materials and service.
  • Be available to respond to emergency call-outs, 24-hours per day, 7 days per week.
  • Perform the most difficult and technically complex work of the Water and Sewer Divisions.
  • Respond to public service calls and complaints relative to assigned division areas of responsibility.
  • Assist other Public Works Department divisions, serving as “Acting Utilities Manager” as required. 
  • Perform related duties as assigned.
KNOWLEDGE OF: 
  • Principles and practices of supervision, training, and performance evaluation.
  • Methods, materials, and procedures used in public works maintenance with specialized knowledge of the following areas: water distribution systems, water treatment systems, and wastewater collection systems.
  • Purposes and uses of a variety of vehicles, hand tools, power tools, and equipment.
  • Applicable federal, state, and local laws, codes, and regulations governing water and sewer system operations and environmental compliance.
  • Traffic control methods and delineation.
  • Public contracting and contract management.
  • Proper methods of record keeping, budgeting, and purchasing procedures.
  • Hydraulics, pressure zones, and plumbing.
  • California State Water Resources Control Board, Division of Drinking Water reporting requirements, water treatment, water quality related issues, sewer systems, computer and telemetry systems, and National Pollutant Discharge Elimination System (NPDES).
  • Safe work practices.

SKILL AND ABILITY TO:
  • Supervise, direct, and assist with the work of the City crew and others.
  • Identify and implement effective courses of action to complete work, and allocate equipment, materials, and personnel cost-effectively.
  • Perform technically complex tasks in assigned area of responsibility.
  • Evaluate divisional operations and recommend improvements.
  • Read and interpret blueprints and mechanical schematics.
  • Prepare and maintain accurate written reports and records. 
  • Inspect work for conformance with productivity, quality, and safety standards.
  • Ensure safety and professional work standards are met.
  • Operate a computer and applicable software, including word processing and spreadsheet software.
  • Communicate effectively, orally, and in writing.
  • Maintain effective working relationships; interact effectively and courteously with coworkers and the public.
EDUCATION/TRAINING/EXPERIENCE
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential functions of the position. A typical combination is:

EDUCATION: Completion of high school diploma or the equivalent, supplemented by vocational or technical training in water utility science, water distribution infrastructure maintenance and repair practices, mechanical maintenance and repair practices, or construction inspection. An Associate Degree is highly desirable.
 
EXPERIENCE: Five (5) years of increasingly responsible experience in the operation, maintenance, installation, and repair of water production equipment and systems including two (2) years of experience in a supervisory capacity.
 
LICENSE AND CERTIFICATION REQUIREMENTS
Maintain and possess a valid Class C California driver’s license, acceptable driving record, and evidence of insurance are required.Possession of a Grade T2 Water Treatment Operator certificate issued by the California State Water Board. Possession of a C2 Wastewater Operator Certification issued by the California Water Environment Association.Possession of a Grade D4 Water Distribution Operator certificate issued by the California State Water Resources Control Board, Drink Water Operator Certification. A Grade D5 Water Distribution Operator certificate is required within one year of employment.PHYSICAL QUALIFICATIONS

The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
 
MENTAL DEMANDS: While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; perform highly detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with constant interruptions; and interact with staff, management, developers, contractors, consultants, and the general public.
 
WORK ENVIRONMENT: While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration. The employee occasionally works in precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
 
The noise level in the work environment is occasionally loud in field settings, and moderately quiet in office settings.

: In accordance with Government Code Section 3100, all La Habra city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.
