City of Houston is Hiring a SENIOR DIVISION MANAGER Near Houston, TX

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS 
Mission: To provide integrated municipal waste management services designed to support environmental sustainability and economic development in all communities throughout Houston.
The successful individual will oversee the management, supervision, coordination, capital improvement projects, implementation, administration, performance and operation of various systems, programs, plans and projects for the Solid Waste Management Department; including but limited to managing the maintenance requirements of various types of equipment required to support solid waste facilities, solid waste vehicles, inventory management, and maintaining TCEQ , the environmental regulatory requirements. They will manage the department’s logistical assets, design, and implementation of systems to support department operations, plans and projects significant to the operations of the department. Establish policies, programs, procedures, guidelines, and project schedules to meet the departments' objectives and strategies. Develop performance measures to monitor the efficiency of specific functions within the business unit. Research, review and evaluate new data reports, products, and other information to improve effectiveness and efficiency of department programs, operations and/or production. Manage, train, develop, counsel, and evaluate staff performance. Manage and negotiate procurement terms and conditions with potential vendors. Oversee the preparation, implantation and monitoring of the division's budget and expenditures.
 
WORKING CONDITIONS 
The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances. EDUCATION: Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to the division.
EXPERIENCE: Eight years of progressive professional experience closely related to the Division are required, with at least three of the years in a supervisory or managerial capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of non-supervisory experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
Applicants who have an advanced level of understanding in the Microsoft Office Suite Software are preferred.
***Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6*** SELECTION/SKILLS TESTS REQUIRED
The selection process will involve application review and/or interview. Department may administer skills assessment test.

PAY GRADE: 30
