City of Flagstaff is Hiring a Transportation Planner-Multimodal Near Flagstaff, AZ

Actively supports and upholds the City’s stated mission and values. This position reports to the City Traffic Engineer and is a key position in the Transportation Engineering Section of the Engineering Division.

ADMINISTRATIVE DUTIES

  • Supervisory: This job does not have formal supervisory responsibilities.
  • Budgetary: This job does not have budgetary responsibilities but carries out day-to-day activities within approved budget.
  • Strategic Planning: This job has partial responsibility for strategic planning (assists with developing, implementing, and managing long and short-term goals).
  • Policies/Procedures: This job has responsibility for the development, implementation and interpretation of policies and procedures related to transportation planning. This job carries out day-to-day activities in accordance with established policies and procedures.
  • Compliance: This job carries out day-to-day activities in accordance with Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
  • Council, Commission and Committee Communications: This job has responsibility for making recommendations and presentations, writing staff summary reports, and balancing the needs of the transportation system with Council’s adopted priorities and direction.

EXAMPLES OF THE WORK PERFORMED 

Multimodal Transportation Planner

  • Under supervision of the Transportation Director, performs professional planning work relating to the City's transportation system, including walking, biking, and trail networks. 
  • Performs transportation planning activities that include development and preparation of multi modal planning studies, transportation programming, writing council communications and participating in the public involvement process. 
  • Provides staff assistance in planning and preparing for, as well as supporting the Transportation Commission, Bicycle Advisory Committee and Pedestrian Advisory Committee. 
  • Coordinates with regional, state and federal transportation planning agencies, represents the Transportation Section on various regional and intergovernmental committees, and participates in regional transportation planning studies.
  • Conducts research and analysis of a variety of transportation topics, including walking, biking, and trails. 
  • Participates in and provides transportation-related support for City planning efforts, including the Regional Plan, Neighborhood Plans, Specific Plans, and other planning studies.
  • Supports the Transportation Section’s outreach and engagement efforts, including neighborhood and community meetings, public surveys, events, and social media.
  • Provides support for development of a variety of transportation policies, plans, studies, processes, regulations, and guidelines.
  • Assists with capital improvements planning, concept planning and predesign, and project delivery for multi modal transportation projects. 
  • Reviews public improvement and private development projects for multi modal transportation accommodation. 
  • Researches, writes, and manages regional, state, and federal grant applications. 
  • Provides excellent customer service to both internal and external customers. 
  • Performs other related duties as assigned. 

MINIMUM REQUIREMENTS

  • Bachelor's degree in Urban or Transportation Planning, Geography, Civil Engineering, or related field
  • Three years of related transportation experience.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements. 

DESIRED EXPERIENCE AND TRAINING

  • Six years of transportation experience.
  • Experience with general plan and zoning laws and related court decisions.
  • Experience with GIS and other computer application software such as Adobe InDesign, Sketch-Up or Community-Viz.
  • Experience in community relations, public involvement, or media relations.

OTHER REQUIREMENTS

  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Regular attendance is an essential function of this job to ensure continuity.
  • Ability to attend meetings in the evenings as necessitated by the job.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY) 

Multimodal Transportation Planner

Knowledge of: 

  • The principles, practices, and methods used in multi modal transportation and land use planning and available implementation techniques 
  • Best practices for planning and design of walking, biking, and trail facilities
  • City, state and federal laws, guidelines, and policies pertaining to multimodal transportation, city planning, and zoning
  • Data gathering and research methods, data review, reporting, and presentation 
  • Public communication and issue resolution techniques 
  • Capital project planning, project development and delivery, and design review 
  • Intergovernmental coordination processes 
  • Policies and procedures related to land use and development 
  • Project management and organization principles 
  • GIS applications related to transportation planning projects and initiatives
  • Basic statistical methods

Ability to:

  • Apply transportation planning principles to work assignments
  • Implement City ordinances and policies 
  • Plan, organize and manage the activities of project teams and multiple projects to completion 
  • Conduct research, compile data, analyze findings, identify key issues and prepare professional recommendations 
  • Represent the City of Flagstaff on various regional County and State Committees 
  • Communicate effectively both verbally and in writing 
  • Establish and maintain effective working relationships with City employees, contractors, other government agencies, and the general public 
  • Conduct public meetings on transportation planning and be viewed by the public as an expert in these areas 
  • Exercise considerable initiative and independent judgment
  • Accurately interpret and evaluate planning and land use issues, laws, requirements and objectives
  • Make public presentations to City Council & other governmental entities
  • Work safely and support the culture of workplace safety
  • Follow written and verbal instructions

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

  • While performing the duties of this job, the employee is frequently required to sit, use hands to finger/handle/feel, talk or hear. The employee is regularly required to walk, reach with hands and arms, and is occasionally required to stand, climb or balance, stoop, kneel, crouch, or crawl. 
  • While performing the duties of this job, the employee is occasionally required to support engineering staff in field data collection, including the setting of vehicle, pedestrian and bicycle field counting equipment.
  • The employee must occasionally lift and/or move up to 25 pounds.
  • Vision requirements for this position include close vision, distance vision, depth perception, and ability to adjust focus. 
  • Working conditions include both the office environment and occasional field conditions; exposure to wet or humid conditions; working near moving mechanical parts; working in high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outdoor weather conditions; and extreme cold or heat.
  • The noise level in the work environment is usually moderate.
