Administrative Duties

Actively supports and upholds the City's stated mission and values. Under the general direction of Sustainability Manager, employees of this class are expected to lead initiatives within the Sustainability division.
ADMINISTRATIVE DUTIES

  • Supervisory: This job has responsibility for leadership and supervision at the program or team level. This can include managing schedules and maintaining coverage and providing work direction to junior level (hourly) staff or AmeriCorps members.
  • Budgetary: This job has partial responsibility for budgeting at the program level including assisting with formulating and monitoring funds such as program initiatives, state and federal grants, trainings, and carbon neutrality projects.
  • Strategic Planning: This job has partial responsibility for strategic planning at the program level (assists with developing, implementing, and managing long and short-term City climate goals).
  • Policies/Procedures: This job has partial responsibility for policies and procedures at the program and section levels (assists with developing, implementing, and interpreting).
  • Compliance: This job has partial responsibility for Council communication at the program level (makes recommendations and presentations, writes staff summaries, ensures Performance Measures are met, and balancing needs with Council's adopted priorities and direction)..
  • Council Communications: This job assists in Council communication at the program level (making recommendations and presentations, writing staff summaries, ensuring Performance Measures are met, and balancing needs with Council's adopted priorities and direction).
  • Reporting: This position has partial responsibility for reporting to Federal/State/Local agencies at the program level (gathers information, completes reports, and addresses discrepancies in reporting). These positions have full responsibility for monitoring, verifying, and reporting on third-party contracts, state and federal contracts, state and federal requirements, utility contracts, energy purchase agreements, and development agreements.

Examples of the Work Performed

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

  • Provide excellent customer service to both internal and external customers.
  • Lead city-wide waste prevention initiatives and training programs
  • Collaborate with the City’s Solid Waste Division to achieve Flagstaff’s Zero Waste Goals
  • Carry out the implementation of the City of Flagstaff’s Rethink Waste Plan in collaboration with internal and external partners to shift City operations to achieve zero waste goals.
  • Develop and coordinate the implementation of policies and infrastructure that increase waste diversion, improve waste data collection, and increase access to recycling services in partnership with the City’s Solid Waste Section.
  • Manage all waste reduction and prevention initiatives within the Sustainability Division including educational programs, community services, events, and rebates.
  • Track all waste diversion metrics in partnership with the City’s Solid Waste Section.
  • Assist with future planning related to community-wide reuse, recycling and composting for the City of Flagstaff.
  • Coordinate wide-spread marketing efforts through owned, earned, and paid media in collaboration with the City’s Public Affairs team to expand public outreach and promote greater understanding of waste diversion in Flagstaff.
  • Participate in statewide coalitions and groups focused on innovative solutions to waste, including but not limited to Sustainable Cities Network and Arizona Forward
  • Develop, implement, and manage the Zero Waste Ambassador program to increase community knowledge around local waste diversion mechanisms and increase volunteerism.
  • Develop, implement, and manage food recovery program in partnership with a community organization to increase diversion of organic waste from the landfill.
  • Develop and manage waste prevention volunteer program and engagement opportunities
  • Work with the City’s Parks Recreation Open Space and Events to implement zero waste principles into the City’s special event permitting process.
  • Develop waste prevention strategies that are aligned with greenhouse gas emission reduction goals, including calculated impacts. Collaborate with the Climate Section to review emission reduction potential.
  • Participate in interdivisional staff (IDS) review of new development concept and site plans and assist with waste diversion planning for all future commercial and multifamily development.
  • Manage waste prevention related webpages on the City’s website.
  • Provides professional, technical, or administrative guidance to City Divisions and City Leadership.
  • Assists with the planning, development, and financing strategy for waste initiatives.
  • Assists in planning, developing, and securing funding for waste diversion.

Qualifications

MINIMUM REQUIREMENTS

  • Bachelor's Degree in Environmental Science, Building Science, Public Administration, Urban Planning, Construction Management, Climate Science, Communications, or related field.
  • Three (3) years of project coordination experience in resource conservation, sustainability practices, green buildings, construction and development, urban planning, or consulting.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

DESIRED EXPERIENCE AND TRAINING
  • 2 years supervisory or team lead experience
  • Familiarity with climate action, greenhouse gas emissions reductions, climate adaptation and equity, energy efficiency, building science, transportation planning, and/or behavior change initiatives.
  • Five years of project management experience in climate action, energy, community resilience, construction and development, conservation and/or sustainability practices.
  • Master's Degree in Environmental or Climate Science, Public Administration, Engineering, Construct Management, or related field.
  • Experience in strategic planning, communications planning, or creating and implementing climate or sustainability Plans.
OTHER REQUIREMENTS
  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Regular attendance is an essential function of this job to ensure continuity.
  • Must be willing and able to work a flexible schedule, including evenings, weekends, and holidays, as needed.

  • Ability to manage multiple projects simultaneously.
  • Ability to obtain consensus with stakeholder groups and strong team-building skills.
  • Word-processing, spreadsheet, Internet, PowerPoint, and mapping computer skills.
  • Ability to utilize design and data visualization principles to create efficient, accessible, and attractive energy and climate communications.
  • Ability to provide conscientious and useful feedback and resources to Flagstaff residents and businesses.
  • Ability to conduct training and support both internal and external stakeholders in improving community resilience and reducing greenhouse gas emissions.
  • Ability to construct a greenhouse gas inventory or vulnerability analysis.
  • Knowledgeable of successful behavior and/or social marketing techniques.

  • While performing the duties of this job, the employee is frequently required to sit and talk or hear.
  • The employee must occasionally lift and/or move up to 25 pounds.
