Position Description

Actively supports and upholds MetroPlan’s stated mission and values. Performs high-level professional management, administrative, supervisory and transportation planning duties to plan, develop and implement Transportation Demand Management (TDM) strategies in the region with the goal to reduce transportation emissions including programs, projects and strategies for safe, reliable, and cost-effective options to reduce the use of single occupant vehicles. This position reports to the Executive Director or a more senior planner.

Under direct supervision, employees of this class are expected to exercise a high degree of independence, initiative, and professional expertise in the administration of MetroPlan. This position will develop and implement a TDM Strategy for the region which focuses on Engagement, Equity, Education, Encouragement ,Evaluation, and supports the planning of Engineering solutions. The Strategy will promote and facilitate the use of vehicles or modes of travel that result in lower transportation emissions per person-mile traveled as compared to existing vehicles and modes. The position will implement strategies by promoting the use of transportation alternatives (as defined under MAP-21) including, but not limited to, the construction, planning, and design of permanent and demonstration facilities and programs for pedestrians, bicyclists, and other non-motorized forms of transportation.

ADMINISTRATIVE DUTIES

  • Supervisory: This job has responsibility for the supervision for MetroPlan staff, interns, and volunteers.
  • Budgetary: This job has partial responsibility for budgeting, including assisting with revenue development, expense projections for projects and grants they manage.
  • Strategic Planning: This job has partial responsibility for strategic planning for MetroPlan, including assisting with developing, implementing, and managing long and short-term goals related to TDM.
  • Policies/Procedures: This job has limited responsibility for policies and procedures, including assisting with developing, implementing, interpreting, and enforcing policies and procedures for MetroPlan.
  • Compliance: This job has partial responsibility for compliance, including following, ensuring compliance with, and enforcing Federal, State, and Local laws, rules, and regulations for MetroPlan.
  • Communications: This job has significant responsibility for communication with the public and partial responsibility for various governing bodies at all levels of government.
  • Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies (gathers information, completes reports, and assists in addressing discrepancies in reporting).

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

  • Develops, manages, and implements a TDM strategy to reduce traffic congestion and lower transportation emissions by promoting and facilitating the use of alternatives to single-occupant vehicle trips.
  • Develops, leads, manages, and promotes TDM events to promote sustainable mobility options across the region, such as Bike Month, demonstration and pilot projects, community events and other related events including coordinating staff, partners, and volunteers.
  • Develops TDM programming including working with K-12 schools to develop and oversee a Safe Routes to School program to reduce school-related congestion and promote multimodal transportation choices.
  • Integrates multimodal safety education into programs.
  • Leads or supports the development and execution of communications and marketing materials, creative engagement campaigns, events, and initiatives promoting TDM strategies.
  • Lends expertise and advocates for the integration of TDM into plans, processes, policies, and programs.
  • Monitors legislation and policies related to TDM and provides input and recommendations as needed.
  • Gathers, compiles, and analyzes data to identify a variety of commuting and long-term planning options. Conducts program analysis to evaluate the attractiveness and effectiveness of TDM programs. Collects travel mode data including administration of residential, visitor, and employer travel surveys.
  • Partners with consultant teams and/or stakeholders such as large employers, property managers, relevant organizations and associations, major institution representatives, and other stakeholders to leverage TDM best practices and public-private collaboration to maximize mode shift impact.
  • Supports MetroPlan’s goals in promoting diversity and social justice; provides solutions to address the needs of underserved and vulnerable populations via transportation options policy and program design
  • Provides excellent customer service to both internal and external customers.
  • Manages TDM projects within MetroPlan budget and exercises control over expenditures.
  • Makes decisions, recommendations, provides reports, and other information to the Executive Board under guidance.
  • Provides technical support, often in coordination with the technical staff of MetroPlan member agencies, in the development of TDM policies and programs.
  • Attends, researches, compiles, and presents at regular MetroPlan Executive Board, Management Committee, and Technical Advisory Committee meetings and attends City Council, County Board of Supervisors, and Arizona State Transportation Board and Commission meetings as needed.
  • Prepares written communications and reports.
  • Speaks before civic and professional groups on the plans, objectives, policies, and programs of MetroPlan.
  • Other duties as assigned.

MINIMUM REQUIREMENTS

  • Bachelor’s Degree in transportation planning, land use planning, sustainability, public health, or a related field;
  • One to two years professional level experience in planning and policy work, and project management. Transportation experience preferred;
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

DESIRED EXPERIENCE AND TRAINING

  • Master’s Degree in transportation or land use planning or related field.
  • Experience in coordination of multi-agency programs and events.
  • Experience with urban design, environmental planning, and land use planning issues.
  • Experience in public relations and public outreach.

OTHER REQUIREMENTS

  • Regular attendance is an essential function of this job to ensure continuity.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES (ILLUSTRATIVE ONLY)

  • Considerable knowledge of recent developments, current literature, and sources of information related to multi-modal transportation planning.
  • Read and understand transportation and program planning documents and standards.
  • Ability to develop marketing and public outreach campaigns.
  • Ability to communicate clearly and concisely and to make public presentations.
  • Ability to coordinate activities of MetroPlan with City, County, State and Federal agencies and their respective departments and divisions such as traffic engineering, land use planning, public works, capital improvements, legal and finance.
  • Ability to represent planning decisions that may be controversial in nature.
  • Ability to make difficult and independent decisions with limited supervision.
  • Ability to establish and maintain effective relationships with subordinates, member agency officials, other agencies and the general public.
  • Ability to respond directly to public inquiries (including public meetings) in an understandable and diplomatic manner.
  • Demonstrated ability to maintain a high degree of organization, coordination, and attention to detail in administering project management assignments.
  • Ability to research, analyze, and recommend modifications to existing plans, and to interpret, apply, and ensure plan, project and documentation compliance with federal, state, and local rules, laws, and regulations.
  • Ability to administer contracts, grants, and permits.
  • Ability to effectively utilize computer systems and software. Proficient with Microsoft Office Suite principles.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

  • While performing the duties of this job, the employee is frequently required to sit, use hands to finger/handle/feel, talk or hear. The employee is regularly required to stand, walk, reach with hands and arms, taste, or smell.
  • Special working conditions include occasional work outdoors. Remote work is possible at times or for some tasks.
  • The employee must occasionally lift and/or move up to 40 pounds.

CLASSIFICATION INFORMATION

Pay Range $65,072.25 to $97,429.99 FLSA exempt.

Pay Grade 314

IMPORTANT NOTE: This position falls under MetroPlan, an independent non-profit organization, the employees for which are employed by Mountain Line Transit for the purposes of payroll and benefits administration.
