Position Description

Actively supports and upholds MetroPlan’s stated mission and values. Performs high-level professional management, administrative, supervisory and transportation planning duties. This position reports to the Executive Director or a more senior planner.

Under direct supervision, employees of this class are expected to exercise a high degree of independence, initiative and professional expertise in the administration of MetroPlan. An important aspect of this position is the oversight and coordination of grant-funding, multi-jurisdictional transportation planning and programming for the region including the development of regional and jurisdictional policies, evaluating and recommending changes to existing and potential programs, making recommendations for service levels, and ensuring compliance with all applicable rules and regulations governing transportation planning including the production and management of the following federally-mandated efforts: Overall Work Program, Transportation Improvement Program; Long Range Transportation Plan.

ADMINISTRATIVE DUTIES

• Supervisory: This job has limited responsibility for supervision for MetroPlan.

• Budgetary: This job has partial responsibility for budgeting, including assisting with revenue development, expense projections, and short and long-term capital and operational budgets for MetroPlan.

• Strategic Planning: This job has partial responsibility for strategic planning for MetroPlan, including assisting with developing, implementing, and managing long and short-term goals.

• Policies/Procedures: This job has limited responsibility for policies and procedures, including assisting with developing, implementing, interpreting, and enforcing policies and procedures for MetroPlan.

• Compliance: This job has partial responsibility for compliance, including following, ensuring compliance with, and enforcing Federal, State, and Local laws, rules, and regulations for MetroPlan.

• Communications: This job has partial responsibility for communication to the public and various governing bodies at all levels of government.

• Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies (gathers information, completes reports, and assists in addressing discrepancies in reporting).

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

• Provides excellent customer service to both internal and external customers.

• Responsible for the proper procedures, policies, and operations of MetroPlan.

• Manages within MetroPlan budget and exercises control over expenditures.

• Researches, compiles, and presents technical transportation planning, grant-funding and engineering advice to MetroPlan Executive Board and to member organizations’ department heads, managers, technical and legislative bodies, if needed.

• Makes decisions, recommendations, provides reports, and other information to the Executive Board under guidance.

• Provides technical support in the development of policy recommendations related to the transportation element of the Regional Land Use and Transportation Plan to the Flagstaff City Council and the Coconino County Board of Supervisors and other governance bodies.

• Provides technical support, often in coordination with the technical staff of MetroPlan member agencies, in the development of regional transportation planning goals

• Performs liaison duties regarding transportation issues between technical staff and committees of member agencies, councils of government, and state and national transportation organizations.

• Attends regular MetroPlan Executive Board, Management Committee and Technical Advisory Committee meetings and attends City Council, County Board of Supervisors, and Arizona State Transportation Board and Commission meetings as needed to represent regional transportation issues.

• Prepares written communication and reports regarding transportation projects and activities.

• Develops the Five-Year Transportation Capital Plan within the Transportation Improvement Program and coordinates those projects and schedules with the County and State programs for the region.

• Keeps the MetroPlan Executive Director advised of transportation planning activities through oral and written reports.

• Attends conferences and conventions and other educational and professional meetings to keep updated on engineering methods and administration.

• Speaks before civic and professional groups on the plans, objectives, policies and programs of MetroPlan.

• Other duties as assigned.

MINIMUM REQUIREMENTS

• Bachelor’s Degree in transportation planning, land use planning or a related field.

• One to two years’ professional level experience in governmental transportation planning, capital improvements, and project planning and management.

• One year professional level experience in geographic information systems database management, data development, and spatial analysis.

• Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

DESIRED EXPERIENCE AND TRAINING

• Master’s Degree in transportation or land use planning or related field.

• Experience in coordination of multi-agency programs and issues.

• Experience in grant application and administration.

• Experience with urban design, environmental planning, and land use planning issues.

• Experience in public relations and public outreach.

OTHER REQUIREMENTS

• Must possess, or obtain upon employment, a valid Arizona driver’s license.

• Regular attendance is an essential function of this job to ensure continuity.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)

• Considerable knowledge of modern theories, principles and practices of land use and transportation planning and development as applied to the preparation of a transportation program.

• Considerable knowledge of recent developments, current literature, and sources of information related to multi-modal transportation planning, and urban growth and development.

• Read and understand transportation and program planning documents and standards;

• Working knowledge of the methods and techniques of technical report preparation and presentation.

• Ability to communicate clearly and concisely and to make public presentations.

• Ability to coordinate activities of MetroPlan with City, County, State and Federal agencies and their respective departments and divisions such as traffic engineering, land use planning, public works, capital improvements, legal and finance.

• Ability to represent planning decisions that may be controversial in nature.

• Ability to make difficult and independent decisions with limited supervision.

• Ability to establish and maintain effective relationships with subordinates, member agency officials, other agencies and the general public.

• Ability to respond directly to public inquiries (including public meetings) in an understandable and diplomatic manner;

• Demonstrated ability to maintain a high degree of organization, coordination, and attention to detail in administering project management assignments.

• Ability to research, analyze, and recommend modifications to existing plans, and to interpret, apply, and ensure plan, project and documentation compliance with federal, state, and local rules, laws, and regulations.

• Ability to administer contracts and evaluate the quality of work of outside consultants.

• Ability to effectively utilize computer systems and software. Proficient with Microsoft Office Suite Principles and practices for developing and coordinating a broad-based GIS system

• GIS database planning, design and implementation. GIS analysis.

• Working knowledge of geospatial theories, data management and computer systems

• While performing the duties of this job, the employee is frequently required to sit, use hands to finger/handle/feel, talk or hear. The employee is occasionally required to stand, walk, reach with hands and arms, taste or smell.

• The employee must occasionally lift and/or move up to 10 pounds.

• Vision requirements for this position include close vision.

• There are no special working conditions for this position.

• The noise level in the work environment is usually moderate.

Pay Range $65,072.25 to $97,429.99 FLSA exempt

Pay Grade 314
