City of Fayetteville, Arkansas is Hiring a HR GENERALIST 2024-02543 Near Fayetteville, AR

All City of Fayetteville positions require employees to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:
 
  1. Participate in the development and implementation of HR goals, objectives, policies and priorities.
  2. Coordinate HR programs and activities including: performance management system and processes, and random DOT drug testing program. Provide support and perform activities to ensure compliance with the Federal Motor Carrier Safety Administration’s requirements related to the Training Provider Registry and Drug and Alcohol Clearinghouse.
  3. Enter new employees and employee status changes into the payroll system. Function as the primary liaison between the HR Department and Payroll/Accounting for payroll changes.
  4. Manage onboarding processes of new employees.
  5. Assist with maintaining updated EEOP, EEO-4, VETS-100, and other legally required EEO and/or Veteran related reporting. Assist other departments who are applying for grants which require EEO data related information.
  6. Provide HRIS support to the HR Department to include the organization and maintenance of the EDMS.
  7. Assist with maintaining HR’s webpages and social media sites.
  8. Provide expertise and support for assigned HR functions.
  9. Administer various human resource plans and programs such as flu and Hep B vaccinations.
  10. Coordinate responses to Freedom of Information Act requests or inquiries for HR records.
  11. Assist with exit interview activities.
  12. Serve as the Staff Senate liaison.
  13. Act as primary liaison with the Civil Service Commission to facilitate meetings and hearings, maintain minutes and ensure compliance with Civil Service regulatory procedures.
  14. Facilitate Civil Service examinations requested by Police and Fire Departments by scheduling exams, coordinating the Civil Service Commission meeting, assisting in the selection and procurement of testing materials, proctoring exams and compiling candidate information to prepare certification lists.
  15. Greet and assist internal and external customers with courtesy and tact, and connect them with other HR staff as needed.
  16. Answer the general HR phone line, routing calls and relaying messages in a timely and efficient manner.
  17. Administer the filing of workers’ compensation claims, and respond to questions from injured employees, supervisors, medical providers, and claim adjustors. Enter claims online and maintain workers’ compensation records.
  18. Coordinate the assignment of workers’ compensation light duty.
  19. Troubleshoot workers’ compensation issues encountered by employees.
  20. Analyze workers’ compensation trends and provide updates as requested.
  21. Administer the applicant tracking system (ATS) and respond to questions from candidates and hiring supervisors.
  22. Responsible for tracking job applicant information.
  23. Carry out special project assignments as needed.
  24. Monitor the general HR email box, responding to or forwarding emails as may be appropriate.
  25. Use the ATS to draft and manage job postings. Maintain job descriptions in the ATS.
  26. Reconcile Department purchasing cards monthly. Request payment of invoices by submitting check requests, purchase requisitions and purchase orders. Organize and maintain departmental purchasing records.
  27. Prepare and upload New Hire Report for State of Arkansas Workforce Development Services every two weeks.
  28. Sort and distribute employee pay checks or pay stubs.
  29. Sort and distribute mail for the Department.
  30. Respond to employment verification requests from third parties.
  31. Keep all employee and applicant related information confidential.
  32. Perform other duties as assigned.
  1. Act as back up to Benefits & Leave Administrator.
  2. Act as back up for other HR staff duties as needed.
  3. Act as back up for Senior HR Generalist.
  1. High school diploma or GED and eight years of related experience practicing human resources; or a Bachelor's degree in Human Resources or related area from an accredited college or university and five years of related experience practicing human resources.
  2. Must possess a valid driver’s license.
  3. PHR or SHRM-CP desirable.
  4. Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. 21-15-103 and A.C.A. 21-15-111.
  5. Ability to multi-task and work independently with little supervision.
  6. Possess strong organizational skills.
  7. Ability to pay close attention to details.
  8. Ability to read and interpret federal and state laws affecting human resources administration practices.
  9. Effectively communicate with others orally and in writing often under complex conditions that require good judgment.
  10. Must be proficient in the use of computer and related software programs such as word processing and spreadsheet applications. Must be able to become proficient in the use of payroll inquiry and reporting software and other work-related software applications.
  11. While performing the functions of this job, the employee is regularly required to move from location to location. Must be able to regularly use hands to finger, handle, or feel; reach with hands and arms; stoop, and bend. The employee must occasionally lift and/or move up to 15 pounds.
