City of Eugene is Hiring a Logistics Manager Near Eugene, OR

This position exists to manage and direct the daily work activities associated with all facets of the Eugene Springfield Fire Logistics Section including a staff of seven team members. Fire Logistics supports 16 Fire Stations, Training, and Administration through fire maintenance work, emergency equipment maintenance, and parts and supply purchasing. 
The work of Fire Logistics is essential in supporting our front-line staff to serve the communities of Eugene and Springfield.
Salary Range:$42.63 - $57.55 Hourly, $88,670.40 - $119,704.00 Annually

Non-Represented Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%. 

From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.   • Develops, plans and implements program goals and objectives.
  • Monitors and assigns, or delegate, the daily work activities associated with all facets of Logistics program (which includes Fire Maintenance Work, Emergency Equipment Maintenance, and Parts and Supply purchasing) that services two cities and 16 Fire Stations (Regional services) 
  • Manages the programs and activities to maximize the efficiency and effectiveness of logistics services and multiple product lines.
  • Participates on a variety of boards and commissions; attends and serves on a variety of City committees, commissions and task teams; attends and participates in professional groups and committees.
  • Analyzes, evaluates, and oversees the creation and implementation of changes to internal policies and procedures and providing information to customers and stakeholders.
  • Responds to, and resolves, difficult and sensitive inquiries and complaints while building positive relationships with stakeholders. 
  • May be responsible for safety and security; plans and implements security procedures and emergency plans.
  • May negotiate and administer contracts and leases.
  • Assures compliance with program or function policies, procedures, regulations, and codes.
  • Develops long-range strategic and financial plans for the program or function which may include cost proposals for two cities. May lead RFP processes in coordination with management.
  • Responsible for the selection, supervision, and evaluation of assigned staff within two unions, assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.

MINIMUM QUALIFICATIONS:
Education:
Bachelor’s Degree in Business Administration or related field
 
Experience: 
Five years of experience in either supply chain management, government finance, inventory management, or emergency services industry. A minimum of three years of supervisory experience, supervising union employees preferred.
Licensure and Certifications:
Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

The ideal candidate will have the following Knowledge, Skills, Abilities: Knowledge of:
  • Principles and practices of organization, administration and personnel management.
  • Principles and practices of budget preparation and administration. 
  • Principles and practices of supervision, training, development, and performance evaluation. 
  • Principles, practices, methods and techniques of modern fire and emergency medical operations. 
  • Departmental and Organizational rules, regulations, policies, and procedures and related labor agreements.
  • Professional processes related to supply/chain management, capital planning, inventory management and effective data analysis and reporting
Skills and Abilities in:
  • Plan, prioritize, direct, and evaluate the work of assigned staff, including recruitment and selection.
  • Analyze equipment, supply and inventory practices, needs, and issues.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Interpret and apply Federal, State and local policies, procedures, laws and regulation, and recognizes industry standards.
  • Prepares and administers the section budgets that supports the 16 regional fire stations. 
  • Analyzes current inventory management system for user interface and proposes improvements. Works with City budget databases for budget building, reporting, and proposes efficiencies for budget savings. Operate motorized vehicles and equipment as necessary. 
  • Communicate effectively, and courteously, with City employees, other organizations and agencies, and the public in a manner which reflects cultural awareness and sensitivity; establish effective working relationships; value and encourage open communication, input, opinions, and ideas from others.
Working Conditions: Work may be performed in various locations with exposure to inclement weather while working in the field. Requires occasional walking, bending, standing for prolonged periods, sitting for prolonged periods, and ability to lift weights up to 50 pounds. Require hand/eye coordination to handle a variety of hand/power tools and office equipment. Regular focus on a computer screen. Require ability to hear and speak clearly in order to maintain safe work environment. Requires operation of a motor vehicle on public roads. May be occasionally exposed to moving objects/vehicles, dust/noise, sharp objects, smoke/heat at fire scene, slippery surfaces, toxic/caustic chemicals, and overhead/trip obstacles. Will require attendance at meetings or activities outside of normal working hours. May require wearing protective equipment and clothing in the field environment.
What to Expect from our Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment. Marijuana use is evaluated consistent with current state law regulations. PLEASE NOTE: Once the posting closes, the process can take 4-6 weeks to complete. 
ESF:Candidates must pass a complete pre-employment physical examination prior to receiving a final offer of employment. The examination and drug test will be conducted by the City’s contracted physician and paid for by the hiring department. Candidates who receive a positive drug test will be disqualified.
