General Statement of Duties

This employee performs entry-level professional work in accounting, auditing, and administrative functions. Employee ensures that accounting transactions, audits, financial reporting, and related financial activities meet or exceed generally accepted accounting principles and procedures and supervises the work of less experienced professional and technical personnel. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
Generally accepted accounting principles and practices and auditing standards. Principles and practices of financial record keeping and reporting.
Federal, state, and local income tax laws and their application.
Basic mathematics, bookkeeping, and statistics as applied to municipal accounting.
Business systems for revenue forecasting, investments, debt service, taxation, inventory, etc.
Pertinent federal, state, and local laws, codes, and regulations; Cincinnati Municipal Tax Code.
Operation of computers and use of associated software applications in performance of job duties.
Preparation and interpretation of basic financial statements.
Standard English grammar, usage and spelling; standard business correspondence formats.
Principles of budget preparation and financial forecasting.
Skill to:
Operate appropriate computer equipment; use properly all related hardware and software.
Operate calculators and related office equipment.
Operate assigned vehicle in the course of duty (if applicable depending on assignment).
Ability to:
Apply generally accepted accounting principles to municipal accounting tasks. Identify and correct errors in accounting records; examine and verify routine financial documents and reports.
Analyze and interpret accounting/financial information and systems.
Exercise independent judgment to devise solutions to accounting and auditing problems.
Prepare business correspondence; organize, analyze, interpret, evaluate, and present data.
Manage work tasks effectively; complete assignments within allotted time frames. Supervise, train, and evaluate assigned subordinate personnel.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Monitor grant applications, expenditures, and interpretations
Examples of Work Performed:

Prepares, maintains, reconciles, and balances a variety of ledgers, accounts, grant reports, and statements; examines accounting transactions and financial reports to ensure accuracy; corrects financial records and reports as necessary; prepares status/progress reports.
Creates and maintains accounting systems as required to comply with policies, procedures, and guidelines of various governmental agencies.
Supervises the work of lower-level personnel (professional and technical); provides assistance and training as appropriate; reviews and evaluates subordinate workers.
Coordinates payment of invoices; manages contract activities as assigned; maintains and audits petty cash and change funds; oversees proper recording and depositing of daily cash revenues.
Prepares various financial reports in good form according to accepted financial reporting principles; maintains financial records; participates in budget preparation, management studies, or related activities.
Provides information to external and internal auditors as appropriate; participates in preparation of auditing reports or related activities.
Monitors grant expenditures; assists in preparation of grant applications and interpretation of grant stipulations; compiles related reports.
Assists in management of assigned treasury funds; transfers funds between accounts as appropriate; prepares forms for investment purchases; conducts research to identify the best investments for City funds.
Provides specialized financial information about City investments to supervisory personnel.
Participates in payroll activities; insures payroll checks are properly signed and balanced and correct funds are transferred to payroll accounts.
May accompany auditor on various tax or license audits and assists in review of the records.
Coordinates, maintains, and supervises various functions such as licensing, assessments, taxation, and employee parking and insures the validity of procedures implemented.
May pursue delinquent tax payers for tax due through civil, criminal, and bankruptcy court systems; conducts related research; prepares related court documents.
Assists taxpayers in preparation of tax returns; maintains contact with tax payers via telephone and office visits.
Performs audits of tax returns and related documents.
Assist those contacted in the course of duty in an effective, efficient and professional manner.

Required Education and Experience

Each applicant must have a Bachelor's Degree from an accredited university in accounting or finance OR a Bachelor's Degree in a related discipline with a concentration in accounting (must have successfully completed 24 semester credit hours in accounting classes at an accredited university in principles of accounting, intermediate accounting, other accounting classes or related accounting disciplines such as auditing or tax).


OTHER REQUIREMENTS

A valid Driver's License may be required (depending on assignment). Possession of licensure as a Certified Public Accountant desirable.

ARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations. Candidates must attach their Joint Services Transcripts evaluated by the American Council on Education (ACE) if they would like military course work to be considered as part of the application review. The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.
Eligible dependents include:

Legal Spouse or Equal Partner
Child (natural child, adopted child, and/or child who the group has determined is covered under a "Qualified Medical Child Support Order")
Step-child
Child for whom the employee or employee's spouse/equal partner is a legal guardian
Basic Life Insurance
A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

Flexible Benefits Plans

Healthcare Flex Spending Account
City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account
City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account
City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

Retirement Plan
The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation
As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
