General Statement of Duties

Under the direct supervision of the Street Supervisor and general supervision of the Street Manager , is responsible for performing manual and skilled tasks; operating light and heavy equipment related to street maintenance and snow removal work of an above average difficulty with a heavy emphasis on grader and/or loader operation by performing the following duties.

*Note--Performs unskilled and semi-skilled work during slack or seasonal periods.

Typical Duties and Responsibilities

  1. Maintain municipal streets and rights-of-way in safe condition. Perform various duties in regards to repairs, maintenance and equipment operation.
  2. Operate and perform maintenance to a variety of heavy equipment including but not limited to - trucks, payloaders, snow blowers, motor graders all used in the repair of City streets.
  3. Drive truck to haul, snow, gravel, and various other materials to work site. Shovel and load gravel mix, and snow as needed.
  4. Coordinate operation and maintain gravel roads to include blading and pulling shoulders, and maintaining ditches and streets.
  5. Participate with and occasional direct work crews in all aspects of street maintenance to include asphalt repair, patching, sealing, overlay and crack filling, roller, and oiler. 
  6. Operate snowplows and other snow removal heavy equipment.
  7. Operate equipment such as front-end loader and/or grader, backhoe, street sweeper, and trucks in assisting in performing municipal road repair and patchwork. Operate steamer to open frozen storm sewers, catch basins and culverts.
  8. Repair City streets and bridges to include loading and unloading materials, fencing, crack filling, and picking up litter as needed.
  9. Assist other departments as deemed necessary.
  10. Attend training, seminars, and workshops as deemed necessary.
  11. Perform work in a manner consistent with safe practices and policies.
  12. Perform other such duties and functions as deemed necessary.

Supervisory Responsibilities

  1. May be required to supervise small crews in the Streets Department.
  2. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. 
  3. Responsibilities may include assisting with training employees as well as assigning and directing work.

Minimum Qualifications

Education and/or Experience 

  1. High school diploma or general education degree (GED).
  2. Four (4) years experience in operation of equipment and street maintenance to include heavy equipment.

Language Skills 

  1. Ability to read and comprehend simple instructions, short correspondence, and memos.
  2. Ability to write simple correspondence.
  3. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

Mathematical Skills

  1. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  2. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability

  1. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  2. Ability to deal with problems involving several concrete variables in standardized situations.

Certificates, Tests and Examination

  1. Successful competition in written tests and/or oral interviews.
  2. Possession of a valid South Dakota Commercial Drivers License.
  3. Other such examination as deemed necessary by the City.

  1. Demonstrated ability in operating heavy and light street maintenance equipment
  2. Demonstrated knowledge of drainage and grades.
  3. Ability to perform street repairs, maintenance and repair on related equipment.
  4. Ability to organize and schedule work and supervise crews.
  5. Knowledge of community, streets, alleys and facilities.
  6. Proper care and maintenance of tools and equipment.
  7. Ability to communicate effectively verbally and in writing.
  8. Ability to follow oral and written instructions.
  9. Ability to perform duties safely.
