SALARY: $130K Annually

POSITION OVERVIEW

The Deputy Director reports to the Director of the City of Baltimore Mayor's Office of Employment Development (MOED) in the management activities necessary to ensure the agency's efficient and effective operation. The selected candidate will manage a service organization's daily operations, including policy development, personnel supervision, and the planning/implementing of consistent business practices among the various divisions. The position also involves establishing and maintaining effective work relationships with customer departments and other external stakeholders. The scope and complexity of duties for this role will require the individual to exercise independent judgment with limited supervision. The Deputy Director will also act for the Director in their absence.

ESSENTIAL FUNCTIONS

* Act as an adviser and thought partner to the Director and senior management team. Assist the Director in facilitating effective decision-making by streamlining access and information from direct reports to the Director.

* Establish strategic oversight and direction for Adult and Youth Workforce Services Divisions, Employer Services, Communications, and Strategic Initiatives.

* Coordinate the execution of strategic and special initiatives. Assure responsive, efficient, timely, and appropriate follow-up on Agency priorities. Develop and manage transparent and efficient processes for implementing agency resources to support the agency's goals and objectives and the mayor's agenda. Develop and manage effective accountability processes to ensure prompt achievement of agency goals and objectives.

* Assess high-level inquiries to the Director, determine the proper course of action, and delegate to the appropriate individual to manage. Follow through on items as necessary. Collect data, write reports, and deliver presentations, as requested. Actively participate in high-level meetings and conferences as needed. Interpret and ensure the execution and implementation of administrative and executive decisions and policies.

* Utilize data obtained in planning to organize and develop new or expanded programs and evaluate and coordinate existing programs. Review and provide technical support for grant applications. Stay abreast of public housing matters by carefully studying regulations, laws, ordinances, and publications related to housing and community development to respond to community and resident concerns appropriately. Define management improvement needs and develop recommendations and programs to meet identified needs. Develop strategies for human capital recruitment and retention plans.

* May act for the Director as assigned and exercise delegated authority. Stand in for the Director and otherwise represent the agency at city council hearings, legislative hearings, community forums, or other events, particularly in furthering the workforce development agenda. Performs related duties as required.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION - Have a master's degree in business administration, Public Administration, Management, Law, or a related field from an accredited college or university.

AND

EXPERIENCE - Must have at least five years of workforce development experience and knowledge of the Workforce Innovation and Opportunity Act and Temporary Assistance for Needy Families. Must know federal and state laws and regulations pertaining to workforce development and the agency's current initiatives. Have knowledge of workforce operations and grant proposal process and have ten years of experience in progressive leadership as a Chief-of-Staff, senior policy advisor, senior operations manager, or director of workforce development programs.

NOTES (EQUIVALENCIES) - Have an equivalent combination of education and experience.

* Thorough knowledge of operating a governmental service organization's principles, practices, regulations, and procedures.

* Ability to make recommendations on operating policies and administrative practices.
