THIS IS A NON-CIVIL SERVICE POSITION POSTING DATE: 03/26/2024 CLOSING DATE: 05/26/2024 AT 12:00 AM MIDNIGHT SALARY: $70,000 Annually POSITION OVERVIEW The Program Supervisor will manage MOED’s Diversionary Employment Project. The Diversionary Employment Project is a grant-funded initiative to support justice-involved Baltimore City residents who are in recovery from substance use disorder. The project entails 1) embedding peer recovery services within MOED’s existing career navigation system, 2) establishing an in-house, evidence-based supported employment program called Individual Placement and Support (IPS) and 3) coordinating with third-party researchers to monitor and assess the program’s success. The Program Supervisor will manage project deliverables and processes and provide supervision for program staff including a Peer Recovery Specialist and two IPS Specialists. The Peer Recovery Specialist will work with community treatment programs and the American Job Centers to refer participants to appropriate services, based on their level of need, and provide navigation support. The Program Supervisor and both IPS Specialists will receive in-house training in the IPS model. Each IPS Specialist will enroll 20 participants a year, for a total of 120 served throughout the three-year grant. Enrolled participants will receive the full menu of intensive career development services included under the supported employment model, including weekly meetings with their assigned specialist, and developing their own employment plans. Additionally, each participant’s treatment team and employer will be engaged to support continuing success. The supervisor will monitor these activities and provide additional support and technical assistance as needed. The IPS Supported Employment staff work in close collaboration with one another and with a team of providers serving these clients, such as recovery coaches, therapists, housing specialists, or medication providers. The IPS specialists meet with this team at least weekly, reviewing client statuses and working to coordinate services to support clients’ recovery. This intensive partnership between providers, with its emphasis on the individual's employment priorities and its use of comprehensive case management, helps close the loop to better serve the complicated needs of a person in active recovery who is at high risk of relapse or recidivism. As such, the Program Supervisor will be an experienced supervisor, project manager and proactive collaborator with the ability to navigate the competing interests of participants, service providers and employers. The Diversionary Employment team will accept referrals from a variety of sources, giving priority to clients who are re-entering their communities after incarceration. ESSENTIAL FUNCTIONS Supervise and support the Diversionary Employment Program team Work collaboratively with other MOED programs, MOED community partners and stakeholders, and behavioral health and other participant service providers. Organize project activities to ensure program deliverables are met and residents receive excellent services. Oversee workflow to assist employees in knowing their job responsibilities and delegated duties. Collect data on activities and outcomes in an organized and accurate manner. Identify project concerns and participant barriers early and often and work to rectify any issues and concerns in a timely manner. Communicate effectively with MOED staff to ensure optimal project performance and saturation into the broader Adult Services menu of programming. EDUCATION AND EXPERIENCE REQUIREMENTS EDUCATION: Have an associate of Arts or bachelor’s degree from an accredited college or university. AND EXPERIENCE: Have 2-4 years of experience in leading human services initiatives and supervising staff, a leadership record that involves problem-solving and conflict resolution. OR NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience. LICENSES: Have a certification as a Registered Peer Supervisor by the first 15 months of employment. KNOWLEDGE, SKILLS, AND ABILITIES Proven ability to lead and support a team to accomplish shared vision and goals. Thorough knowledge of workforce development and/or behavioral health and/or recovery programming. Experience using data to manage performance. Ability to establish and maintain effective working relationships with other agencies, stakeholders and community partners. Ability to communicate effectively both orally and in writing and to make presentations to diverse groups. Ability to use word processing, spreadsheet, and database applications (i.e. MS Word, Excel, Outlook, etc.). NOTE: Those eligible candidates who are under final consideration for appointment to positions in this class will be required to authorize the release of criminal conviction information. Financial Disclosure: This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. Term of employment is for up to 2 years.
