City of Asheville is Hiring a Redevelopment Project Manager Near Asheville, NC

About our opportunity:
The City of Asheville is seeking qualified applicants for the Redevelopment Project Manager position within the Community and Economic Development (CED) Department. The Economic Development Division works to drive economic prosperity and diversity in Asheville. Our division facilitates this work in the Asheville community by assisting businesses looking to locate and grow, supporting entrepreneurship, promoting intentional procurement practices, managing strategic redevelopment projects, and preparing area students for fulfilling careers and opportunities in the Asheville area.
The Redevelopment Project Manager position seeks to enhance the highest and best use of specific city-owned properties for redevelopment. The purpose of this position is to execute all phases of redevelopment projects from inception to completion, including community engagement, programming, planning, design, bids, and developer/contract awards. The position serves as the primary contact and resource for major city-initiated redevelopment projects and is responsible for managing and coordinating highly complex and cross-functional projects. This position coordinates efforts of City resources, neighborhood and business groups, contractors, and staff in all phases of planning, implementation, and management of projects.
The Redevelopment Project Manager coordinates projects with staff from other departments to align projects with strategic, long-range plans for redevelopment projects and community revitalization. The Redevelopment Project Manager requires only general direction while handling complex projects and activities. The position reports to the Economic Development Division Manager.

Hire Rate: $62,352.70 - $74,823.24 (salary offer will be determined based on qualifications and experience).
 
Work Schedule: This position is full-time, exempt; 37.5 hours per week. Hours are generally Monday-Friday, 8:30 a.m. - 5:00 p.m. Some evenings and weekends may be required, such as occasional attendance at evening meetings of the Asheville City Council and related meetings. Position may require attendance at in-person meetings offsite. Hybrid work options may be approved by the Department Director.

Project Management
  • Leads and coordinates redevelopment project activities: organizes tasks in order to complete assigned work; monitors the status of work in progress and inspects completed work; assists with complex situations and provides technical expertise.
  • Provides expert technical advice, information, and consultation in the field of specialty to consultants, contractors, engineers, City staff and officials, and the public regarding applicable procedures, regulations, and standards; contributes to the formulation of City policies pertaining to the area of expertise.
  • Leads planning, implementation, and administration of assigned projects: develops and maintains a list of potential redevelopment projects; analyzes and prioritizes projects for maximum impact and return on investments.
  • Represents the project internally for all City concerns:
    • Consults with City administrators, managers, and officials to review the status of projects, review and resolve problems, receive advice and direction, and provide recommendations;
    • Facilitates and coordinates project meetings, communications, and work activities between key business units, project teams, government agencies, and other participants;
    • Assists in resolving problems or conflicts between project participants;
    • Recommends solutions to problems and facilitates implementation;
    • Prepares executive summaries and reports for presentation to Council, commissions, boards, or other officials as requested.
  • Supervises and provides direction and assistance to consultants and contractors:
    • Monitors status of work in progress and inspects completed work to ensure compliance with contracts, including costs, schedule, specifications, and quality of work;
    • Provides technical expertise and assistance with complex situations.
  • Manages projects during master plan development and community engagement; works with community members, City staff, development partners, consultants, and contractors to establish development vision, resolve challenges, and initiate the appropriate solutions; facilitates project acceptance with other City departments, partner agencies, and Asheville City Council.
  • Prepares, coordinates, and/or reviews plans, designs, and specifications pertaining to assigned projects: performs or requests the consultant to provide modeling, testing, planning, and engineering studies in support of project analysis and design;
    • Reviews and verifies analysis submitted by consultants meets specifications and professional standards;
    • Verifies compliance of consultant recommendations to City policy;
    • Makes recommendations concerning improvements, modifications, design strategies, or other aspects of project development.
  • Leads and manages the process of identifying development partners.
    • Develops and manages Request for Qualifications / Proposals (RFQs/RFPs) documents and processes as required.
  • Ensures coordination of resources, community, and business involvement, contractors, and staff throughout all phases of planning, management, and implementation of redevelopment projects.
  • Implements project plans in accordance with the strategic City-wide vision with long-range goals based upon demographic data and economic and market trends to ensure positive and long-term impact on residential and commercial properties and communities.
Planning, Outreach, and Research
  • Serves as the project liaison to the public, media, other government agencies, and other City departments/officials regarding project planning, design, and progress:
    • Solicits input and feedback;
    • Coordinates public relations and education activities;
    • Responds to inquiries;
    • Makes presentations to City Council and neighborhood and civic groups;
    • Develops press releases and public information materials for distribution;
    • Participates in legal activities relating to assigned projects.
  • Communicates with City administrators and elected officials, supervisors, other City employees, contractors, the public, outside agencies and organizations, and other individuals as needed to coordinate work activities, review the status of work, exchange information, or resolve problems.
  • Gathers information, performs analyses, and makes recommendations for public and private finance of renovation/rehabilitation projects; coordinates efforts with other local government, affordable housing, and redevelopment entities.
  • Reviews plans and researches issues for potential impact on various public interests (i.e., land use, condemnation, legal implications, environmental impact, etc.); works with private appraisal companies and professional environmental site assessment companies as required.
  • Evaluates economic impact analyses to determine short and long-term project risks, costs, and benefits.
Administrative, Record-Keeping, and Budget Management
  • Manages administrative aspects of the project:
    • Negotiates and monitors budget and expenditures;
    • Updates project schedules and monitors the progress of projects in meeting established schedules;
    • Processes purchase order requisitions, work orders, and invoices;
    • Reviews project progress reports submitted by contractors and vendors;
    • Facilitates adherence to all reporting and documentation requirements;
    • Evaluates and monitors progress against performance and quality measurements.
  • Develops and manages Request for Proposal (RFP) documents and processes as required.
    • Prepares various types of RFP documents;
    • Prepares bid packages;
    • Conducts pre-bid meetings;
    • Issues addendum to clarify questionable issues;
    • Participates in negotiations of the scope of services and fees for professional services agreements;
    • Makes recommendations regarding the selection of vendors and awarding of contracts.
  • Processes a variety of documentation associated with department/division operations within designated timeframes and per established procedures:
    • Receives, reviews, prepares, completes, processes, forwards, or retains as appropriate various forms, reports, correspondence, budget, and financial records, project plans and designs, schedules, staff and progress reports, communications materials, and other documentation;
    • Compiles data for further processing or for use in preparation of department reports; maintains digital and/or hardcopy records.
  • Drafts a variety of documents relevant to development agreements.
    • Coordinates legal documentation, financial documents, and other requirements such as project draw schedules or other necessary monitoring and reporting documentation.
  • Analyzes, evaluates, and manages all financial aspects of assigned special projects, including development and financial feasibility analyses.
  • Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software;
  • Operates general office or other equipment as necessary to complete essential functions.
Supplemental Functions:
  • Performs other similar duties as required.
  • Bachelor’s Degree in Real Estate Development, Construction Management, Engineering, Architecture, Landscape Architecture, or a related field required.
  • Education should be supplemented by three years of experience in project design, planning, and execution; 
  • And five (5) years of local government project management experience.

  • Must be able to demonstrate proficiency in the performance of essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.
  • Considerable knowledge of legal concepts, terminology, and issues included in transactional legal documents, including contracts, leases, and agreements relating to real estate, commercial transactions, and development projects.
  • Considerable knowledge of economic development processes and practices, including a thorough understanding of Business Finance, Accounting, Economics, Marketing and Physical Development relevant to major development projects.
  • Thorough knowledge of City processes related to development activities, including planning, zoning, ordinance administration, and site plan review.
  • Considerable knowledge of principles and practices of Urban Project Development and Commercial Real Estate.
  • Some knowledge of Community Planning, Property Management and Site Plan/Architectural Design, Economics, Municipal Finance, Architecture, Engineering, and Construction as they apply to the design and development of urban areas.
  • Considerable knowledge of principles and processes for providing customer service.
  • This includes setting and meeting quality standards for services and evaluating customer satisfaction.
