The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Job Description

Reporting directly to the Chief Operating Officer of the San Francisco Health Network (SFHN), the 0943 Manager VIII – Chief Administrative Officer, Ambulatory Services serves as a senior executive on the SFHN and San Francisco Department of Public Health (SFDPH) leadership teams. This position entails the strategic oversight, operation, and organization of SFHN ambulatory services, ensuring alignment with the SFHN and SFDPH mission and strategic objectives. The Chief Administrative Officer provides the vision and executive leadership to achieve organizational goals and objectives while managing special grants and projects as directed by executive and legislative branches of City and County of San Francisco (CCSF) government related to health care delivery system reform efforts.

The Chief Administrative Officer, Ambulatory Services is responsible for the following clinical and administrative areas: Primary Care (hospital and community-based) with integrated mental health and substance use services; Maternal, Child and Adolescent Health; Whole Person Integrated Care; HIV Health Services; care for people incarcerated in correctional facilities managed by San Francisco Jail Health Services; and Health at Home services.

ESSENTIAL DUTIES
The Chief Administrative Officer, Ambulatory Services (0943 Manager VIII) performs the following essential job functions:

  • Strategic Leadership and Administration - Establishes and leads an Ambulatory Services leadership team; provides guidance and professional development; establishes a model of care within these Ambulatory Services as part of an integrated delivery system that creates high value care, improves the health status of the population SFDPH serves, cost containment, and provides an enhanced patient experience; ensures sufficient Ambulatory Services capacity to fulfill SFDPH needs in meeting managed care requirements
  • Project Planning, Coordination and Evaluation
  • - Works effectively with diverse planning groups in the design and implementation of health care delivery system projects; addresses the administrative and coordination needs of health care delivery system projects as they evolve, including but not limited to reliable scheduling, timely evaluations, and quality improvement adjustments.
  • Resource Development – Pursues grants and other resources needed to support, augment, sustain, and evaluate SFHN health care delivery system projects and its affiliated clinical and community partners.
  • Business Acumen - Provides in-depth operational and budgetary insights, including the review, preparation, and defense of budgets related to health care delivery system projects; maintains responsibility for analyzing the merits/deficits of current billing systems that can support and sustain health care delivery system projects; provides review of fee schedules, denoting trends in reimbursement; provides guidance and feedback for the enhancement of financial performance of health care delivery system projects.
  • Political Acumen - Bridges the span of culture between the various constituencies associated with the SFHN, SFDPH, its clinical and community partners, and CCSF departments; establishes and sustains effective communication channels with a wide range of DPH staff and other parties involved in health care delivery system projects; anticipates potential problems, takes timely initiative, and skillfully determines when DPH executive leadership consultation and policy guidance is required.
  • Quality Improvement: Lead efforts to continuously improve the quality and safety of Ambulatory Services. Implement evidence-based practices, quality improvement initiatives to ensure the highest standards of care. Ensure compliance with all relevant regulatory requirements, accreditation standards and healthcare regulations. Stay abreast of industry trends, best practices, and emerging technologies.

The Chief Administrative Officer, Ambulatory Services (0943 Manager VIII) performs other duties as assigned and required.


Qualifications


Required Minimum Qualifications
(all applicants must verify that they meet both elements below):

Education: Possession of a bachelor’s degree from an accredited college or university;

Education substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.

AND

Experience: Four (4) years (equivalent to 8,000 hours) of managerial experience in program development or administration in a healthcare, social services, or
closely related setting, all qualifying experience must include supervising employees.

Desired Qualifications:
The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection:

  • Clinical license, such as Physical Therapy (PT), Occupational Therapy (OT), PharmD (Doctor of Pharmacy), Registered Respiratory Therapist (RRT), Medical Doctor (MD), Doctor of Osteopathic Medicine (DO), Registered Nurse (RN), Nurse Practitioner (NP), Physician Assistant (PA-C) or equivalent.
  • Master’s degree in public health, health administration, health policy, business management, healthcare management, or closely related field.
  • Possession of valid board certification by the American College of Healthcare Executives or other national healthcare professional credentialing agency.

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.
