Job Summary

Responsible for enablement of the materials management and warehousing strategy that identifies how to optimize the physical supply chain; reduce operational risk, decrease operational cost, and ensure efficient investment throughout the value chain. This role will support inventory management and planning at the non-Hydrocarbon refinery warehouses and support the replenishment processes at other business units (T&PL and Lubes). Three Non- Hydrocarbon refinery warehouses contain over $90MM in inventory with varying criticality.

This role will support Non-Hydrocarbon (NHC) Procurement priorities including warehouse and materials handling safety, supply chain automation, inventory control, risk management, management system and regulatory compliance, and storage footprint optimization. This role will act as the lead/management within the NHC Procurement warehouse team, interfacing with the Refinery, Corporate, Marketing, TPL Procurement and Procurement Systems & Compliance functions to drive NHC Procurement initiatives. This role will require working closely with each refinery and TPL operations team to understand requirements, prioritize support, and deliver against them. The position requires both depth and breadth of analytical and reporting skills, MRP schedules, supply chain principles and digital tools.

Minimum Qualifications

Degree / The minimun number of years of job related experience required by this job is:

• College Degree (Bachelors Level).
• Master’s Degree (Preferred).
• Minimum 8 years working in a material supply chain management role or 12 years of job related experience is required in lieu of the Bachelor’s degree.

List any specialized training or unique skills required:

• Should have good understanding of MRP processes and the interaction with maintenance schedule.
• Experienced in agile development concepts for new technologies in a warehousing and/or distribution environment.
• Understanding of risk management best practices, safety management systems.
• ERP experience in procurement and materials management processes.

Job Duties

Manage and optimize inventory levels at refinery warehouses. Work with technical team and warehouse managers to ensure accurate inventory levels are established utilizing forecasting techniques. Utilizes advanced Inventory management techniques to develop inventory models, reviews with site SMEs to assign correct reorder point, reorder quantity and monitors the levels to review any deviation. Works with sites to enhance the inventory turns and availability of materials at the warehouse. Work constantly to reduce stockouts.

Proactively manage the refinery warehouse supervisors and their teams; provide leadership and development support for warehouse, materials management, and contractor/contract labor; provide project management leadership on key Materials Management and Warehousing initiatives; contribute to a working environment that encourages high performance and personally champion HSSE compliance and empower the team to do the same; accountable for warehouse safety culture.

Responsible for the implementation of the company’s warehouses’ goods receipts, storage, cycle-counting, and issuing practices; ensure local operations and tactics deployed meet corporate and department requirements and all applicable laws and regulations; use reasonable care to monitor suppliers and contractors and contract labor working for CITGO to ensure they work in a manner consistent with the Company’s expectations.

Ensure planning, resources and management are in place for materials handling and inventory control in advance of and during refinery turnaround (TA) projects ensuring that delivered turnaround materials are received, stored, and issued to TA project teams/contractors in accordance with policy/procedures as well as timely and efficiently so to support the TA project’s schedule. Proactively avoid, as much as possible, materials handling from being on critical path of TA schedule.

Oversee and promote refinery warehouse compliance with Company’s policies, procedures, and with all applicable laws and regulations; take ownership in warehouse audit results and action plans. Manage the risk management review process and ensure warehouse and inventory control risks are identified, reviewed routinely, and reasonably mitigated; provide expertise on warehouse and materials management safety and inventory control measures.

Provide business intelligent inputs into warehousing and inventory key performance indicators and advise on operational industry best practice to GM Procurement and Manager, Procurement Systems and Compliance. Support and actively contribute to the update and publication of MM best practices, KPI, policies, procedures and guidelines with other subject matter experts across Procurement.

Act as product owner for the implementation of automated supply chain mobility solution and hardware (barcoding, scanning, etc.) as well as other warehouse and/or inventory control technologies and process improvements.
