Salary Range: $104,936.00 - $140,628.80 annually WHO WE ARE Homes for Good Housing Agency is the Public Housing Authority (PHA) for Lane County, Oregon. Our primary work is to help low-income community members with the logistics of affordable housing. At a higher level, we are neighbors united to get every Lane County resident who needs help into a home. Our programs provide housing and rental assistance to over 5,000 families in Lane County through voucher-based subsidies and Agency-owned public, multi-family and affordable housing communities. In addition to rental assistance, our team provides resources to program participants and residents including but not limited to general resident support, Permanent Supportive Housing (PSH) programming, Weatherization assistance and HUD’s Family Self-Sufficiency Program. OUR REAL ESTATE DEPARTMENT TEAM Our Real Estate Department consists of three teams; Real Estate Development, Asset Management and Capital Projects. The team is responsible for the development, management and the revitalization of Homes for Good’s real estate assets. WHAT YOU WILL DO FOR OUR TEAM The Director of Real Estate Development plays a key role in advancing Homes for Good's overall goals by overseeing the strategic and day-to-day operations of the Real Estate Division. This involves managing, planning, and supervising functions related to Project Development, Asset Management, Risk Management, and Capital Projects. Reporting directly to the Executive Director, the Real Estate Development Director is tasked with ensuring the creation of affordable housing units in alignment with the Agency's objectives. They are also responsible for implementing plans to optimize current assets, supporting unit production, and ensuring the Agency's long-term financial stability. Furthermore, the Director provides leadership, steering the Real Estate Division strategically while actively contributing to the organization's mission and direction. Their responsibilities encompass overseeing new construction, acquisitions, and rehabilitation efforts, guiding development strategies for the Agency's real estate portfolio, and evaluating financial alternatives to enhance asset positioning. Additionally, the Director focuses on enhancing operational efficiency within a continually evolving regulatory landscape and remains attuned to community needs for affordable housing. The Real Estate Development Director is entrusted with: Strategic & financial management of Homes for Good’s real estate assets. Housing DevelopmentIdentifies funding sources, securing grants and loans; negotiates terms with lenders and investors.Lead comprehensive due diligence assessments encompassing intricate financial agreements, loan documents, as well as real estate development opportunities, ensuring thorough reviews of insurance, legal, land, architectural, and environmental aspects.Leads negotiations and decision-making related to real estate acquisitions, demolitions and dispositions. Provides oversight to the structuring, design, negotiation and supervision of real estate development and redevelopment transactions including the use of Low-Income Housing Tax Credits, grants and other mixed financing and HUD programs. Provides technical consultation and assists in the development of requests for proposals as needed. Reviews feasibility proposals and prepares progress reports for the Executive Director and Board of Commissioners. Obtains and maintains complete records or real property legal descriptions, transactions, deeds, leases, agreements and other related documents. Leadership & Strategic PlanningDirects and manages all operations of Homes for Good's real estate initiatives. Leads division -wide objectives and is accountable for overall results related to acquisition, development, disposition, leasing and management of Agency owned real estate assets.Ensures deadlines and program goals are met.Selects, evaluates and supervises assigned staff; assigns work and ensures appropriate training is provided; recommends and administers disciplinary action when appropriate; handles sensitive personnel matters; exercises full supervision over direct reports. Fiscal ManagementResponsible for managing a multi-million-dollar real estate portfolio, developing and administering recommended budgets; takes the lead in establishing and monitoring against department budgets, including reporting and related functions. Relationships ManagementServes as a liaison between the Real Estate division and other departments and outside agencies; maintains high-level contact with others in key positions across the organization and throughout the community including government, business leaders and partners.Works directly with landlords, economic development officials and other municipal, regional and federal representatives involved in economic and real estate development in order to secure business and legal terms consistent with Agency goals and values. Cultivates collaborative relationships between the Real Estate Division and architects, engineers, general contractors, construction lenders, investors, other development professionals and property management companies.Cultivates collaborative relationships between the Real Estate Division and other teams, actively engaging in meetings and work groups to improve processes and cross functional information sharing.Creates and fosters positive working relationships with contractors. Asset OptimizationOversees the analysis, development and implementation of a comprehensive plan for Homes for Good’s real estate development initiatives to maximize income and preserve/create asset value and income.Directs strategy for repositioning of existing properties by working with the Asset Management framework, continuously monitoring market conditions for opportunities. Oversees the development of hold/sell analysis, annual operating and capital improvement budgets, market analyses and asset valuation. Community EngagementPrepares and delivers presentations on development projects to executive staff, board members, community partners and the public regarding real estate development, procurement, financial and housing policy decisions. Participates in/on task forces, meetings and committees and collaborates in the development and implementation of inter-agency initiatives. Performs other related duties as assigned. QUALIFICATIONS: Minimum qualifications are used as a guide for establishing the minimum experience, education, licensure and/or certifications for someone to be successful in the position. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: EXPERIENCE: A minimum of five years progressively responsible experience in management, supervision, development, design, finance and construction of affordable housing. EDUCATTION & TRAINING: Bachelor’s degree from an accredited college or university with major course work in business administration, real estate development, public administration, finance, urban design and planning or a related field. SUBSTITUTION: Any combination of experience and education on a year for year basis up to a maximum of four years of responsible affordable housing development experience may be substituted for the education requirement provided that the knowledge, skills and abilities to perform the work have been demonstrated. LICENSE OR CERTIFICATE: Possession of, or ability to obtain, a valid State of Oregon vehicle driver’s license, and be insurable at standard rates is great but not required. WHAT’S IN IT FOR YOU?
