Circinus LLC is Hiring a TSDN Program Manager Near Washington, DC

Description

Circinus is seeking a highly skilled and experienced Program Manager to lead our TSDN Support contract for the Department of Treasury. The Program Manager will oversee all activities related to IT Infrastructure Operations, ensuring compliance with federal directives, policies, and security requirements. This role requires exceptional program management skills to deliver high-quality services within the defined scope, schedule, and budget, while prioritizing security and adherence to Treasury standards.

  • Develop and implement a comprehensive Program Management Plan (PMP) outlining the approach for meeting the requirements specified in the Performance Work Statement (PWS) and achieving performance standards for each task.
  • Coordinate and manage service provider resources to successfully meet all PWS objectives, ensuring adherence to Treasury standards, procedures, and security requirements.
  • Serve as the primary point of contact with the government on contract performance issues, communicating regularly with the Contracting Officer's Representative (COR) and OCIO management.
  • Ensure day-to-day operational activities are conducted efficiently, with a focus on tracking and resolving all Incidents, Requests, Tasks, and Problems in accordance with Service Level Agreements (SLAs) and Service Level Objectives (SLOs).
  • Facilitate Daily Standup briefings with the government PM and staff, developing and distributing Daily Status Reports (DSRs).
  • Interface with the COR to plan, organize, manage, staff, and control all work awarded under Task Orders, ensuring accuracy and completeness of quotes submitted in response to Task Order requirements.
  • Develop and maintain Work Breakdown Structures (WBS) and schedules consistent with Task Order requirements, integrating and consolidating additional schedules with the Master schedule.
  • Maintain a low turnover rate for contractor team members, promptly replacing staff exhibiting low productivity or lack of expertise.
  • Ensure contractor staff conduct themselves with the highest ethical and professional standards, taking immediate action to address any issues of misconduct or unprofessional behavior.
  • Participate in Monthly Project Management Review (PMR) briefings and develop Monthly Management Reports for COR and OCIO management, consistent with contractor invoices.
  • Support ad-hoc data calls and report requests from the COR, providing statistical data and analytics related to the PWS.
  • Prepare and submit Task Order Performance Reports, Monthly Management Reports, Quality Control Plans (QCPs), and Annual Performance Summary Reports in accordance with contract requirements.
  • Develop and execute a robust risk management plan, identifying and documenting all categories of project risk in a risk register and issues log.
  • Implement proactive risk mitigation and contingency planning, identifying techniques to mitigate risks and reduce negative effects.
  • Document recommended mitigation and contingency plans, tracking the status of risk management activities and including issue and risk reviews in monthly management meetings.

Requirements

  • Active Top Secret clearance required
  • Master's Degree or equivalent and Fifteen (15) years of experience.
  • Ten (10) years in supervision of substantial IT/Networking projects, Five (5) years of this experience must have been in supervising large IT/Networking services contracts, including people of various job categories and skills, and must have occurred in the last seven (7) years.
  • Demonstrated experience in developing and implementing Program Management Plans (PMPs) and managing service provider resources to meet contract objectives.
  • Strong understanding of Project Management Institute (PMI) knowledge areas and best practices in program management.
  • Excellent communication and interpersonal skills, with the ability to effectively interact with government stakeholders and contractor teams.
  • Proven ability to conduct risk assessments, develop mitigation strategies, and track the status of risk management activities
  • High level of attention to detail, with a focus on accuracy and completeness in reporting and deliverables.
