Children's Home Network is Hiring a Clinical Manager CHANCE Near Tampa, FL

JOB SUMMARY: The CHANCE program provides clinical services, targeted case management, peer mentorship, and Specialized Therapeutic Foster Care (STFC) placement to youth within the foster care system who are victims of or at risk for commercial sexual exploitation or human trafficking. The services provided through this program serve youth placed in CHANCE STFC foster homes and other youth regardless of placement setting through a Community Response Team consisting of the Clinical Manager, a Therapist, a Life Coach (peer support specialist), and a Targeted Case Manager maintaining continuity care as youth move through the foster care system.

The Clinical Manager is a Licensed Clinical Social Worker (LCSW), Licensed Mental Health Counselor (LMHC), or Licensed Marriage and Family Therapist (LMFT) responsible for the overall management of the CHANCE program and the supervision and leadership of the CHANCE team, ensuring the delivery of effective services to youth enrolled in the program. This individual works with Children’s Home Network’s (CHN) Senior Director of Placement and Licensing to screen and admit new youth to the program; provides training, supervision, and guidance to the team, foster parents, and caregivers; and provides clinical supervision for the therapeutic service delivered in the program.

ESSENTIAL FUNCTIONS:

  1. Supervises a comprehensive team providing services to youth in foster care who that are at risk for commercial sexual exploitation and human trafficking, including a therapist, targeted case manager, and peer support professional.
  2. Establishes a standard of quality for documentation and treatment for youth.
  3. Provides clinical supervision to therapists.
  4. Provides training to prospective STFC families and caregivers on trauma informed care and therapeutic approaches to interactions utilizing the approved STFC curriculum and CHANCE training model. 
  5. Completes Medicaid authorizations and re-authorizations for services provided and monitors authorizations to ensure maximum utilization.
  6. Works with the Senior Director of Placement and Licensing as well as placement and licensing staff to identify appropriate youth who may be served by families within the STFC program and assists with coordinating placements.
  7. Completes initial Behavioral Health Status Exam for all new youth enrolled in the program within 72hrs of admission.
  8. Coordinates psychiatric care with contracted providers and community partners for youth in the program.
  9. Provides crisis and behavioral intervention and prevention, such as assessments for Baker Acts, abuse hotline calls, and assistance with child protective investigations.
  10. Ensures staff are trained and compliant with mandated reporting requirements.
  11. Serves as an excellent partner to case management and CBC organizations actively participating in court reviews, case staffing, and other case related meetings, demonstrating expertise and providing comprehensive and knowledgeable information about youth the program.
  12. Represents CHN at external meetings, including but not limited to, community group, lead agency, funder, trade organization, and judicial meetings.
  13. Participates in multi-disciplinary reviews and represents CHN as needed in court.
  14. Demonstrates professionalism, advocacy, and thorough knowledge of all youth served.
  15. Is available to therapists for crisis situations after hours and on weekends.
  16. May be required to carry a caseload and see clients as needed. 
  17. Performs other duties as assigned.

MINIMUM QUALIFICATION REQUIREMENTS

Education & Experience:

  • Licensed Clinical Social Worker (LCSW), Licensed Mental Health Counselor (LMHC), or Licensed Marriage and Family Therapist (LMFT) with two (2) years progressively responsible experience in a therapeutic setting, one (1) year of which must have been in a supervisory position. Qualified supervisor for LCSW, LMHC, LMFT a plus.

Licenses &Certifications:

  • Active FL licensure as an LMHC, LCSW, or LMFT
  • Must possess and maintain a valid Florida driver’s license with no record of criminal driving offense or license suspension. 
  • Must be insurable under CHN’s current auto insurance policy. 
  • Must be able to work flexible hours, including evenings and weekends. 
  • Must successfully complete and maintain FDLE clearance, Federal background and state criminal background check and sexual predator screening.

Annual Training Requirements: The following training topics are required annually: Sexual Harassment, Blood-born Pathogens, Workplace Accident Prevention and Reporting, Confidentiality and Privacy Practices, Diversity/Cultural Competency, Child Abuse and Neglect Mandated Reporter Statutes and Methods, Prevention of Violence in the Workplace, OSHA–related training, Crisis Prevention, and Program Goals. Maintenance of Child Welfare Certification is required.

Knowledge, Skills and Abilities:

  • Knowledge of Department of Children and Families rules and regulations regarding the care of children and the specific regulations around foster care and placement. 
  • High level of expertise in clinical interventions treatment methods, strategies and techniques.
  • Knowledge of child abuse or neglect reporting procedures and methods. 
  • Ability to work as a multi-disciplinary team member in a positive productive manner.
  • Knowledge of community based services and interventions that serve the needs of foster children including but not limited to behavior and mental health services that address developmental, trauma, medical and other special needs. 
  • Ability to communicate effectively, verbally and in writing. Possess effective interpersonal skills.
  • Knowledge of quality documentation as required by agency standards, rules, regulations, and Medicaid.
  • Ability to conduct assessments, treatment evaluations, counseling in group and individual sessions, treatment planning, and discharge planning.
  • Skilled in providing leadership, training and support to other team members.

ESSENTIAL PHYSICAL SKILLS:

  • Visual: ability to safely operate a motor vehicle, read printed materials, and make observations of physical facilities. 
  • Hearing: ability to understand and comprehend spoken dialogue in individual and group settings. 
  • Frequent use of hands. 
  • Ability to speak clearly and effectively.

ENVIRONMENTAL CONDITIONS:

• Works indoors in an office environment.

  • Spends periods of time in transit using personal vehicle. 
  • Works within residential providers and foster family homes.
