Payroll Generalist

The City of Chickasha is seeking a dedicated and experienced individual to join our team as a Payroll Generalist. In this role, you will play a crucial part in the smooth operation of our municipal government by overseeing payroll processes and supporting human resource functions. The ideal candidate will have prior experience in payroll administration and/or municipal operations, along with a keen attention to detail, outstanding organizational abilities, and a commitment to maintaining accuracy and confidentiality. This is a full-time non-exempt position, Monday through Friday, from 8:00 am to 5:00 pm. This position is currently under the supervision of the Human Resources Department.

Key Responsibilities:

Payroll Administration

  • Process payroll accurately and timely for all municipal employees, ensuring compliance with federal and state regulations as well as city policies.
  • Maintain payroll records, including employee information, deductions, and timekeeping data.
  • Calculate and process payroll adjustments, including bonuses, overtime, and deductions.
  • Respond to employee inquiries regarding payroll matters and resolve any discrepancies promptly.

Human Resources Support

  • Support various HR operations, such as open enrollment and managing health and wellness initiatives.
  • Aid in maintaining employee files to ensure compliance with relevant laws and regulations.
  • Assist in coordinating training and professional development opportunities for staff as required.
  • Support HR initiatives focused on enhancing employee engagement and satisfaction.

Compliance and Reporting

  • Stay updated on federal, state, and local regulations pertaining to payroll and HR practices.
  • Prepare and submit payroll tax reports, including W-2s, 941s, and state withholding reports, in a timely manner.
  • Generate reports and provide data analysis related to payroll and HR metrics as required by management.

Cross-Functional Collaboration:

  • Collaborate with finance department staff to reconcile payroll-related accounts and ensure accuracy in financial reporting.
  • Work closely with department managers and supervisors to address payroll related issues and concerns.

Qualifications

Qualifications: • Prior experience in payroll administration, accounting, and/or human resources management, with preference given to candidates with municipal government experience. • High School diploma or GED required. • Three years of payroll experience or associate degree in business administration, human resources, or accounting preferred. • Strong knowledge of payroll processes, including tax laws, wage and hour regulations, and benefits administration. • Proficiency in payroll software and HRIS systems; experience with Novatime time keeping system or similar platforms is desirable. • Excellent communication skills, both verbal and written, with the ability to interact effectively with employees at all levels of the organization. • High level of integrity and discretion in handling sensitive and confidential information. • Detail-oriented with strong analytical and problem-solving skills. • Ability to multitask and prioritize tasks in a fast-paced environment.

Working Conditions/Physical Requirements: • Exposure to challenging interactions, requiring tactful handling. • Subject to daily stressors inherent in the role. • Work primarily indoors, involving extended periods of sitting, standing, walking, or using a telephone. • Exposure to light and glare from computer terminals. • Background noise from office equipment. • Work in a confined area with frequent interruptions. • Vision required for reading and reviewing written materials. • Clear hearing and speech abilities for effective communication in English, both in person and by telephone, in a semi-noisy environment.
