Channel Personnel Services is Hiring an Engineering and Maintenance Manager Near Texas, TX
The purpose of the Engineering and Maintenance Manager position will be to be responsible for all aspects related to Terminal Engineering and Maintenance. To include but not limited to implementation of improvement projects, identification/verification of all required upgrades to bring the terminal up to the company’s standards, maintaining plant infrastructure, and maintaining the process control system.
Overseeing maintenance coordination, project development assistance, cost estimation, coordination with contractors, budget and scheduling control, quality assurance and implementation of the expense and capital projects at the company’s Texas City Complex.
DUTIES / RESPONSIBILITIES
Ø Engineering:
· Participate in Capital Project Management as Project Lead or Support Engineer.
· Lead the team of the company’s Texas City Complex project engineers.
· Implement the requirement of the company Project Management Handbook.
· Participate in defining project scope with appropriate department(s) representatives involving the design of Tank farms, pump stations, hydraulic calculations, and controls strategy.
· Develop total installed cost estimates for proposed terminal revisions and additions.
· Conduct design, safety, operability, and maintainability reviews with cross discipline team.
· Participate and assist in daily execution and management of project implementation.
· Prepare bid packages for engineering services.
· Review and approve deliverables produced by the engineering consultants.
· Perform/coordinate engineering of in-house design work.
· Review and approve plans, specifications and bid packages.
· Evaluate bids and recommend specific contractors and/or equipment selections.
· Assist with administration of construction contract.
· Show a strong HSSE leadership commitment and communicate the expectations for contractor´s HSSE desired Ensure that risk assessment and mitigation has been applied along the design phases (HAZID, HAZOP, LOPA)
· Review quality assurance programs as needed to ensure designs and installations are suitable for intended service and compliant with plans and specifications.
· Oversee performance testing and input acceptance decision making. Review commissioning plans of equipment and ensure that they include training, spare part determination, and manuals/drawings.
· Provide for design and implementation of system changes to ensure continuing compliance with the company’s technical standards as well as applicable local, state, and federal regulations.
· Participate in system/equipment problem solving; investigating operating deficiencies/inefficiencies and providing recommendations for modifications to physical setup or operating procedures to improve the reliability and production efficiency of the equipment or system.
· Responsible for cost overview updates on schedule and capex spending.
· Responsible for regular progress and budget overview reporting to management.
Ø Maintenance:
· Lead the Texas City Complex Maintenance team.
· Ability to manage multiple maintenance disciplines.
· Responsible for the implementation of the company Asset Integrity initiatives.
· Ensure the setup of the asset breakdown structure in the Computer Maintenance Management System.
· Assure the definition of critical equipment and the implementation of their Maintenance plans.
· Ensure that all Maintenance personnel have the relevant skills and knowledge to carry out their duties safely, efficiently, and effectively.
· Able to communicate clearly and effectively with other department managers to ensure all maintenance activities are carried out in a safe and effective manner.
· Independently applies extensive and diversified knowledge of principles and practices in broad areas of assignments and related fields.
· Request and review equipment failure/damage investigation reports
· Review the Preventive Maintenance program to ensure compliance with company standards.
· Assist in preparing and control the annual budget for Maintenance activities.
· Responsible for Maintenance overview updates on schedule and spending.
· Responsible for regular Maintenance KPIs and cost control reporting to management.
Ø SUPERVISION:
· Supervision of Terminal Engineering and Maintenance staff. Indirect Oversight of contractors is required.
QUALIFICATIONS / REQUIREMENTS
v Must have a valid driver’s license.
v Bachelor's degree in engineering required; P.E. or progress toward Professional Engineering certification is an advantage.
v Preferred experience involving:
v 10-15 years in Project Engineering and/or Maintenance work experience
v Experience in design of tank installations, truck-racks (gantry), rail-car loading, and Jetty assets
v Experience with Automation within liquid storage terminals
v Experience with bulk fuels terminals including liquids, storage, and transportation.
v Experience interacting with 3rd party consulting Engineering companies; developing bid packages, and strategies in selecting vendors.
v Administration of design and construction contracts in terminals, plants, or related industry.
v Knowledge of Engineering codes, standards, and practices (ex. API, NFPA etc.)
v Project organization, planning scheduling and cost control.
