Senior Manager, Financial and Grants Management

The Opportunity

The Senior Manager, Financial and Grants Management (SMFGM) prepares financial and grants related analyses, budgets, and forecasts for the organization with over $100 million in both revenue and expenses. The SMFGM manages a team to interpret data to help DFGM and management understand business performance, trends, and financial outlook. SMFGM develops critical information in support of analyses for management decision-making.

The SMFGM acts as the day-to-day contact for insights and analytics to the DFGM, Program Regional Directors, Program Site Directors and lead a team of three to four analysts and senior analysts. They focus on financial and grants management for a portfolio of several CEO program sites with multiple contracts of varying complexity.

The Center for Employment Opportunities (CEO) provides employment services to people recently released from incarceration. Across the United States, 8,000-9,000 people participate in CEO each year, transitioning to employment that supports themselves, their families, and their communities.

What began as a demonstration project of the Vera Institute of Justice in the 1970s to address employment barriers facing the formerly incarcerated following release in New York City has grown into the leading reentry employment organization in the country, where over 30,000 formerly incarcerated individuals have secured full-time employment since 1996.

  • You have experience with non-profit financials and grants reporting. Have a strong understanding of common non-profit business and cost drivers and financial statement analysis
  • You have 5 years’ experience in finance, budgeting, analysis, and grants management in the not-for-profit industry. Managerial experience is required.
  • You have strong knowledge of the Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), Governmental Accounting Standards Board (GASB) and Financial Accounts Standards Board (FASB) pronouncements.
  • You have a strong understanding of non-profit budgeting, planning, reporting, analysis, and costing/profitability methodologies and processes. 
  • You have a strong track record in grants management as it relates to compliance and reporting of government, corporate and foundation grants. Experience with funding and reporting requirements for Department of Corrections and Community Supervision (DOCCS), Supplemental Nutrition Assistance Program (SNAP),, Caltrans, Division of Criminal Justice Services (DCJS), NY Dept. of Probation, Workforce Accelerator Fund, and American Rescue Plan Act (ARPA) required
  • You have strong computer skills, including high-level knowledge of Word, PowerPoint, and Excel (Pivot tables and VLOOKUPs). Working knowledge of Adaptive Insights and Intacct a plus.

What You’ll Be Responsible For

Key responsibilities of the Manager, Financial and Grants Management include but are not limited to:

Financial Management

  • Prepares the annual operational and capital budgets for the assigned regions/ departments/areas. 
  • In collaboration with the DFGM, prepares long-term financial planning, ensuring financial sustainability and prudent fiscal management.
  • Prepares the inclusion of ongoing updates and changes in the operational and capital budgets for the assigned regions/departments/areas.
  • Builds reports (including detailed budget vs. actual) and dashboards that provide insights and enable sound business decision-making; distribute these reports on a timely basis. 
  • Prepares financial planning and analysis in support of org-wide operations and operational areas (i.e., Programs, Jurisdictions, Departments, etc.)
  • Prepares forecasts, analyses, key performance indicators for:
    • General financial outlook and future business growth
    • Investments, P&L, Balance Sheet, cash flow, causes of variances vs. plan, and others.
  • Assist the DFGM in interpreting and evaluating business trends, including budget variances and key performance indicators, to identify and report on areas of risk and opportunity.
  • Assist the DFGM in analyzing operational issues affecting the organization and determining their financial impact; identify and analyze opportunities for increased efficiencies, expense savings, and revenue enhancements.
  • Assist the DFGM in developing presentations.
  • Perform other financial management related duties as assigned.

Grants Management

  • Prepare grants, contracts, and all restricted funds reporting.
  • Prepare, review, and implement grants and contracts policies and procedures as well as ensure the compliance to these policies and internal controls.
  • Oversee the preparation of budgets, reports, and invoices of grants and contracts in a timely manner.
  • Prepare and update the grants and contracts master schedule which includes dates for renewals, reporting and invoicing.
  • Ensure compliance of our grants and contracts with government agencies and funders’ policies and procedures.
  • Develop monthly grants and contract budget vs. actuals report, grants usage report and other reports as needed. Ensure timely distribution of these reports.
  • Prepare and/or oversee the preparation of grants budget and the budget modification process.
  • Prepare schedules, analyses and documents needed for funder and financial audits and ensure the timely completion of these audits.
  • Participate in meetings with the Program Leadership team to review receivables and expenditures related to grants and contracts.
  • Work closely with the DFGM and CEO colleagues to develop and implement strategies to optimize revenue and fullest cost recovery.
  • Function as a resource to colleagues in the administration of internal and external requirements of grants and contracts
  • Perform other grants management duties as assigned.

Team, Departmental and Organizational Support

  • Hire, supervise, and support a diverse, high-performing team through coaching, training, and development.
  • Serve as an active and proactive contributor and collaborator of the larger Finance team.
  • Facilitate and lead team meetings
  • Collaborate with other departments to achieve organization goals.

Compensation and Benefits

The salary range for this position is $91,400-101,500 annually CEO's compensation philosophy considers a variety of factors including experience, internal equity, and the labor market associated with the city in which the position is located. The labor markets associated with the cities in which CEO is based are variable, and the salary range included here reflects this. Our salary offer will fall within this range and will be reflective of the labor market of the city in which the position is based, as well the other factors named above.
