Center for a New American Security is Hiring a Fellow/Associate Fellow Near Washington, DC

The Center for a New American Security (CNAS) seeks to hire a Fellow / Associate Fellow for its Technology and National Security Program. Ideal candidates will have experience in research and/or policy development at the intersection of technology and national security and an interest in U.S. technology competitiveness and policy. Policy-relevant knowledge and expertise in quantum information science and technology is preferred, as is knowledge in semiconductors/microelectronics, artificial intelligence, information and communications technology, cybersecurity, or digital infrastructure.

The Fellow / Associate Fellow will have the opportunity to lead and/or contribute to research projects on high-impact national security issues, organize events, and engage with senior U.S. and foreign national security leaders. An ability to drive research, including executing the associated administrative tasks, and strong attention to detail is critical. The Fellow / Associate Fellow will be expected to perform a variety of tasks outlined below. Other tasks may be required, and responsibilities will vary over time.

The Technology and National Security Program explores the national security challenges associated with foundational and emerging technologies. Rapid developments in artificial intelligence, autonomous systems, digital infrastructure, cybersecurity, networking and social media, and disinformation are profoundly altering the national security landscape. A key focus of the program is bringing together the technology and policy communities to better understand these challenges and together develop solutions.

Responsibilities

RESEARCH AND ANALYSIS

  • Identify the most pressing issues, trends, and questions related to technology and national security policy that U.S. policymakers must prepare for and address.
  • Design, lead, and/or execute in-depth research projects to address the most pressing issues at the intersection of technology and U.S. national security.
  • Conduct original research and analysis and draft high-quality reports, policy analyses, journal articles, op-eds, commentaries, and other written products related to core program themes.
  • Engage other experts to conduct research and analysis as part of the program’s mission.
  • Collaborate with CNAS colleagues in the Technology and National Security Program and other CNAS research programs.

OUTREACH

  • Lead and participate in events, such as working groups, roundtables, and task force meetings.
  • Develop a network of government officials, members of Congress, and congressional staff in the United States to stay abreast of cutting-edge issues, engage on research and analysis related to the program’s mission, and contribute to the program’s mission.
  • Serve as an expert commentator in the media and engage in public outreach through public speaking, press opportunities, and other outlets.
  • Engage key constituency groups and organizations, including domestic and foreign professional associations, relevant multilateral institutions and bodies, and counterpart research or advisory institutions in the United States and abroad.

PROJECT DEVELOPMENT AND MANAGEMENT

  • Research potential funders.
  • Develop proposals, grant applications, and project budgets in conjunction with Center staff.
  • Develop and manage project timelines, tasks, and budgets.
  • Compile reporting requirements for funders in conjunction with Center staff.
  • Draft interim and final grant narrative reports.
  • Coordinate with outside authors as needed.
  • Help promote research among target audiences.

EVENT DESIGN AND MANAGEMENT

  • Formulate event agendas including themes and speakers.
  • Design, manage, and support public and private workshops, roundtable discussions, and other events that contribute to the Center’s research agenda.

PUBLICATION MANAGEMENT

  • Edit CNAS papers and reports for substance, style, and layout.
  • Coordinate with outside authors as needed.
  • Manage publication schedules and deadlines.
  • Collaborate with Center staff to develop compelling graphics, data visualizations, and other methods of content delivery.
  • Strategize and execute the promotion of research products among target audiences.

INSTITUTIONAL RESPONSIBILITIES

  • Participate in candidate interviews, employee orientation, and other personnel processes.
  • Attend internal meetings and represent CNAS at external events.
  • Mentor colleagues and future security leaders both formally and informally.
  • Staff CNAS events and activities as needed.
  • Travel as needed, both domestically and internationally.

Qualifications

Required:

  • Bachelor’s degree or higher.
  • Proven track record researching and writing on technology relevant topics.
  • Excellent and efficient writing skills, including diligent self-editing and fact checking.
  • Strong organizational skills and uncompromising attention to detail.
  • Project management experience and a demonstrated ability to develop and carry out multiple project work plans simultaneously.
  • Discretion, especially for judging the quality of data and competing information sources.
  • Willingness to support the Technology and National Security Program through administrative work.
  • Legal right to work in the United States.
  • Based in Washington, D.C.

Especially competitive applicants will have:

  • Master’s degree in a relevant area of study (e.g., strategic studies, security studies, political science, international relations, or a STEM field).
  • Policy-relevant knowledge and expertise in quantum information science and technology.
  • At least 3 to 5 years of work experience in a position with transferable skills, including internships.
