PURPOSE:

Leads, oversees, and empowers teams to meet and exceed the quality and timeliness of multi-year, complex, and large-scale strategic IT and infrastructure program and project implementations. Ensures quality Program and Project Management performance within the parameters of Service Level Requirements (SLR). Ownership of PMLC/SDLC processes, establishes governance, and oversees training needs to continuously improve the quality of our project execution and delivered solutions to our customers.

PURPOSE:

ESSENTIAL FUNCTIONS:

  • Defines the strategic alignment of the portfolio goals within the overall SBP budget and BCBSA business strategy to ensure the projects contribute to the overall Program objectives.Ensures the execution of all planned and unplanned projects to meet customer expectations, strategic goals, quality standards, risk management mitigation, and regulatory mandates. Builds a strong partnership with external customers to leverage our technologies and achieve their strategic goals. Works collaboratively with BCBSA to prioritize projects and programs based on value, impact, and strategic imperatives.
  • Ensures adherence to consistent project management guidelines and policies. Establishes process for continuous improvement, leveraging Lean and Agile methodologies to streamline processes, reduce waste and enhance project management efficiency, resource allocation, risk management, and change management.Initiates, prioritizes, and plans all program and project management activities for a $400M portfolio.Ensures the programs and projects are managed on schedule, on time, and within scope to our customers satisfaction. Evaluates interdependencies and implications/risks on existing or proposed projects, programs, processes, and policies and implements mitigations.
  • Maintains an enterprise view of all initiatives within our portfolio. Provides regular, clear, and concise reporting on portfolio status, progress, risks, and outcomes to all levels of internal and external stakeholders.Maintains a collaborative and transparent relationship among internal and external teams, stakeholders, and leadership.Implements key performance indicators (KPIs) and metrics to monitor, evaluate, and mitigate performance.Effectively identifies, manages, and mitigates risk and issues to ensure minimal disruption to the project/program delivery.
  • Accountable for the strategic and the day-to-day activities of the Department, including directing, coaching, and guiding associates to implement departmental, divisional, and organizational mission/goals. Recruits, retains, and develops a high performing team. Evaluates performance of each team member, generates development plans and sets goals within the context of the corporate policies and procedures. Develops annual goals, and prepares, monitors, and analyzes variances of departmental budgets to control and appropriately allocate resources.

QUALIFICATIONS:

Education Level: Bachelor's Degree in Business Administration, Information Technology, or related field experience OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Experience: 15 years of progressive management and executive leadership experience in a business operational or IT environment.

Preferred Qualifications:

  • Masters degree in Business, Information Systems or industry related field or equivalent experience.

Salary Range: $190,800 - $286,200
