Job Summary:

Responsible for the day-to-day operations of the accounting services by establishing financial policies, procedures, controls, and reporting systems. Key areas of responsibility include General Accounting, Monthly Financial Reporting, Payroll, Accounts Payable, Grants and Research Accounting, Quarterly Continuing Disclosure Filings, and Annual External Audits.

The Controller is responsible for maintaining and enhancing the integrity of the accounting controls and internal controls, general accounting, as well as the integrity of the monthly financial statement preparation and reporting and the annual financial audits. The Controller will also work with operational leaders across the CNE system to improve the financial recording of transactions and financial statements. This aspect will include issue resolution, education, and impetus for continual process improvements.

The Controller facilitates preparation and ensures completeness of financial reporting financial statements, fulfilling bond indenture requirements for quarterly/annual reporting to EMMA and working with the Independent Auditors for financial audits.

Additional Information: The Controller will generally be on site with the opportunity for remote working based on workload and required attendance at meetings and/or participation with staff personnel. The Controller will report directly to the Vice President Chief Accounting Officer.

Duties & Responsibilities:

Oversee accounts, ledgers, and reporting systems, ensuring compliance with GAAP and other regulatory requirements, maintaining internal control over general and research/grants accounting, revenue recognition, cash receipts, and actual expenditures, and ensuring timely and accurate monthly balance sheet reconciliation. Responsible for managing timely and complete account reconciliations including bank reconciliations.

Coordinates year-end Independent Audit of the financial statements and the timely provision of all information requested by the respective Independent Audit Firm. Also responsible for advising Senior Leadership on accounting issues and concerns, and especially the impact of GASB and AICPA pronouncements that could/would impact CNE’s financial performance. Lead and interface with other external audit activity, such as pension audits, HUD audits, etc.

Consistently analyzes financial data and presents financial reports accurately and timely; identifies, explains, and corrects variances as appropriate. Clearly communicates monthly, quarterly, and annual financial statements; monitors progress and changes and ensures executive and senior leadership are kept abreast of CNE’s financial status.

Participates in the development of monthly financial forecast and development of the multi-year financial and capital planning processes.

Provides financial analytical support to strategic planning efforts, including proforma analyses, joint venture development, and program and service expansion activities. Provides physician acquisition and performance management reporting support to the Care New England Medical Group. Also, provides financial coordination and support for merger and acquisition activities, as requested.

Coordinates debt financing and debt service payments with external agencies. Participates in the development and enhancement of relationships related to financing, bond activities, debt structures, and overall finance planning and execution to meet the current and future needs of CNE.

Oversees research and grant accounting, ensuring expenditures are aligned with grant and program budgets. Collates financial reporting materials for Federal and State requirements and ensures compliance.

Guides individuals/groups toward desired outcomes with minimal supervision; sets high-performance standards and delivers high-quality services. Mentors the finance team to leverage strengths and increase the skill set of the respective individuals. Develops and implements training to maximize and reach optimal individual and organizational goals. Provides leadership in strengthening internal communications with staff at all levels and creates and promotes a positive, supportive work attitude and culture.

Assures CNE compliance with Federal, State and Local governmental laws and regulations, accrediting agency standards and CNE policies and procedures, rules, and regulations. Develops, documents, and implements departmental accounting policies, procedures, and standards; and

Assesses and gains a solid understanding of what CNE’s gaps and key needs are from a financial audit, capital reporting and financial statement perspective. Implements a structure to build an effective team to meet the gaps and needs.

Requirements:

Bachelor's Degree Required; MBA Preferred

Prior proven experience working within a Healthcare System with multiple hospitals and other related organizations with a minimum of five (5) years of direct and or indirect (for example, consulting services) accounting and finance experience in a complex hospital and or CNE environment. Such experience will include managing and leading accounting and/or finance personnel in a high-functioning environment.

Certification as a CPA is preferred or seeking certification within a reasonable time frame.

Comprehensive knowledge and understanding of Federal and State financial laws, regulations, and operating guidelines as they pertain to public institutions of higher education and academic medical centers.

Organizational planning, structuring, and staffing skills.

The Controller will have a history of innovation in organization development, team development, and addressing/developing solutions to support a user-driven environment and an ability to develop and implement systems (new and or enhance existing systems) that address resource utilization, regulatory requirements, and other items such as cost/expenses.

Experience in implementing financial software, such as ERP, Lease Query, and other potential new software that might be available.

The Controller must have experience in presenting clear and concise information to various groups, including executive leadership, management, and employee groups, as well as external groups such as Independent Auditors (Finance, HUD, Pension, etc.) and Attorneys, as required.
