JOB SUMMARY

This position is responsible for monitoring, directing, and implementing the financial activities of the Broward County Housing Authority. The Broward County Housing Authority serves a governmental function and has oversight responsibility for several not-for-profit [NP] enterprises and NP subsidiaries and partnerships. The Controller role is a Senior Management position. It is also pivotal in succession plans for future CFO consideration. Cross trains with and assists the CFO managing the general accounting, fiscal reporting, debt management, risk management, cash management, investments, Procurement, grant and development accounting and Low-Income Housing Tax Credit General Partnership administration. Assist with Providing leadership in the planning, forecasting, and development of the fiscal condition of the Housing Authority and affiliated organizations.

ESSENTIAL JOB FUNCTIONS:

  • Serve as Finance Department Manager. Provide oversight of personnel and activities of the Finance Department including accounts payable, accounts receivable, banking, payroll, financial reporting, general ledger administration, grant financial reporting including 24 CFR 200, banking transactions, governmental procurement, and general accounting practices.
  • Prepares monthly budget/actual, quarterly and annual financial reports and work papers; preparation and organization including uploading of all client-prepared files to auditors’ share file portal.
  • Provide internal financial and budget training in support of operational units to forecast, plan, and address budget variances and trends.
  • Work with Executive Deputy Directors to maximize program fund utilization and all financial resources to achieve housing modernization and preservation goals.
  • Budget preparation and accounting / finance functions related to Partnerships and third-party real estate asset management; support filings and oversight of timely tax return preparation/submission by outside CPAs related to affiliated organizations.
  • Assure tax reporting compliance including 941 filings, quarterly re-employment reporting, IRS TIN matching preparation in ACL and submission, W-2 and 1099 reporting.
  • Support and recommend systems and controls to CFO that verify the integrity of all financial systems, financial reporting, financial information systems, processes and data.
  • VMS reporting support. HUD Two Year Tool support.
  • Provide HUD reporting support [for FASS and FDS] and other programs as needed
  • With CFO, maintain current information on updates or changes to GAAP, GASB, Internal Audit guidance, HUD, GAO, and financial governance
  • Reviews and analyze organization-wide insurance needs and coverage including property, casualty, professional liability, flood, crime, fleet, cyber, and other coverages as necessary.

· Perform operating unit financial analysis and present in narrative and in-person formats to Executive Deputy Directors based on financial statement/report monitoring and operating performance expectations.

MINIMUM REQUIREMENTS:

Bachelor’s Degree in accounting and/or finance, and six (6) years of related experience working in a professional accounting or finance position, preferably in a governmental environment; or equivalent training, education, and/or experience.

LICENSES OR CERTIFICATIONS:

Professional certification in accounting, finance or CGFO desirable.

Knowledge, Skills and Abilities:

· Knowledge of budgeting and financial analysis in a small to mid-sized organization where transparency, efficiency, and productivity are essential.

· Knowledge and experience in accounting or finance including compliance, reporting, governance, auditing, and document preparation.

· Ability to work as an internal partner in small leadership groups to convey financial information in a clear and concise manner to internal end users.

· Skills including performance management, coaching, problem solving, and career development.

  • Knowledge of project accounting for Low Income Housing Tax Credit (LIHTC) multifamily development drawdowns, reconciliations, submissions to escrow agent and Florida Housing Finance Corporation (FHFC).

· Skills in the use of personal computers and various software including Microsoft Office (Word, Outlook) with strong Excel skills highly preferred.

PHYSICAL DEMANDS:

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also involves occasional standing, walking, sitting, using hands to finger, handle, or feel objects, tools or controls; reaching with hands and arms; climbing stairs; balancing; stooping, kneeling, crouching or crawling; talking or hearing. Work requires close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. The noise level in the work environment is usually quiet to moderate.

WORK ENVIRONMENT:

Work is typically performed in an office environment.

Pay: $86,890.00 - $110,000.00 per year
