This position involves administrative and management work on behalf of the BCAD Operations Division, involving both large and small scale projects, in airport construction activities to include Airside, Landside and Terminal functional areas. This class works independently, under limited supervision, meeting with contractors, engineering firms, FAA, TSA, FDOT, BSO, airport tenants, and airport employees. The Program/Project Coordinator will report activities and issues through various means of communication and periodic meetings and will work closely with all agencies in the oversight and coordination of activities related to construction, maintenance, repair and/or renovation of airport facilities. The Program/Project Coordinator, Senior will maintain effective working relationships with airport tenants, general public, co-workers, elected and appointed officials and is expected to coordinate and manage operations with considerable independence and initiative. The Program/Project Coordinator, Senior must be able to communicate effectively and be able to read, review, analyze, and draft contracts using proper language, punctuation, grammar, and style. Supervision is received through conferences with an administrative superior and by adherence to established policies and procedures. Work is reviewed through individual and team conferences, reports, and program achievements. For operational efficiency, some projects are installed and/or constructed during off-peak periods requiring weekend and/or evening and midnight shift coverage.
All Aviation Department employees must possess the ability to interact courteously with the public, Airport vendors, contractors and fellow employees to maintain a professional work atmosphere by acting and communicating in a manner that promotes a positive work environment.
Minimum Education And Experience RequirementsRequires a Bachelor's degree from an accredited college or university with major coursework in Business, Public Administration, Aviation, Engineering, Architecture or closely related field.
(One year of relevant experience may be substituted for each year of required education.)R equires four (4) years of experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to construction project management in an airport environment or closely related field.
Special Certifications And Licenses Required
  • Must obtain and maintain Airport Ramp Driving Privileges.
  • Must possess a valid Florida driver's license during employment and maintain authority to drive on County business.
  • Ability to obtain and maintain a Security Identification Display Area (SIDA) Badge and Customs Seal.
Preferences
  • Master's degree in business, Aviation, Engineering, Architecture or closely related field.
  • Demonstrated progressive field experiences performing project management responsibilities on airport construction programs.
  • A.A.E., CM, ACE, I.A.P. designation or ACI Operations Diploma.
  • Working knowledge of AutoCAD.
  • Field experience performing construction project coordination in an airport environment.
Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) in order to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA).
Duties And ResponsibilitiesThe functions listed below are those that represent the majority of the time spent working in this class.Besides the responsibilities listed in the Classification Description, the incumbent must be able to:
  • Coordinate and attend weekly construction meetings with contractors, impacted airport tenants and airport project managers.
  • Negotiate Maintenance of Traffic (MOT) terms and conditions with the contractor to ensure they are following all airport rules and regulations and any federal, state, and local agency requirements.
  • Review project submittals for all airport construction projects with a focus on operational impact, compliance with FAA Advisory Circulars and TSA regulations.
  • Inspect construction sites to evaluate work progress against project schedules and verify the contractor adheres to the approved MOT.
  • Monitor and promptly respond to compliance issues.
  • Evaluate project activities and interact with project managers, contractors, engineering firms, airline station managers, concession managers, and other airport personnel.
  • Produce and distribute construction alerts to airport stakeholders.
  • Acts in the absence of the Airport Manager, Construction.
Management may assign additional functions related to the type of work of the job as necessary.Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services on a large scale with County-wide impact; facilitates inclusion, prepares reports, and analyzes and interprets data.
Coordinates and manages all aspects of a program or project which has operational responsibility of a major scope, a large-sized budget and provides a critical County service.
Assists Director and Agency Leadership by researching issues, creating memorandums, policies, procedures, reports, etc. and monitors/advises on staff compliance with policy and procedures.
Conducts special research in conjunction with a project/program, analyzes data, and makes recommendations based upon research.
Identifies and understands agency/business needs, contractual business requirements, and regulations governing local, state and other requirements, confidentiality obligations, warranties, liabilities, indemnification, termination clauses, breach, and remedies.
Communicates business risks to project manager, senior/executive management, and approving authority for assessment and approval, while focusing on comprehending client-agencies' needs and business processes.
Coordinates with state and local agency partners on projects and programs, community outreach, media relations and regional and various services; may assist with press releases and responses to media.
Advises and assists the Department and Division Directors on all operational and technical matters related to the section(s) or function(s) assigned.
Defines agency goals and objectives, develops and recommends policies and operating procedures.
Administers internal/external communications and public outreach activities for Division; manages and coordinates outreach efforts with other County divisions as well as other local and state governments, and partnering agencies.
Prepares Commission agendas, including editing, posting and planning.
Provides assistance and training of agency staff and contracted services providers. May oversee the Agency's training program; schedules and/or delivers training and outreach opportunities for employees and the vendor community respectively.
Plans, organizes and implements a compliance and monitoring program, conducts contract central audits, field documentation reviews, investigations or management studies.
Performs related work as assigned.
