Overview Job Description: Bennett Aerospace, Inc. has an opening for a highly motivated Subject Matter Expert III/Regulatory Policy Analyst/Writer in support ofa Federal Law Enforcement client located in Arlington, Virginia in the Regulatory Drafting and Policy Support Section (DPW). The purpose of this section is to develop and evaluate regulations that implement and interpret the Controlled Substances Act (CSA) in support of the mission of the Diversion Control Division (DC). Regulations may be drafted to implement legislation passed by Congress or to address specific diversion concerns that have been identified. Responsibilities Key duties and responsibilities: * Draft, edit and publish the following types of documents: * Notices of Proposed Rule-making (NPRM) - proposed rule explaining why a current regulation will be amended or a new regulation will be created; generally allows 60 days for public comment and 30 days for reply comments; published in the Federal Register. * Advance Notices of Proposed Rule-making (ANPRM) - used when more information or data is needed to determine whether a regulation should be amended or created; published in the Federal Register. * Final Rules - contains DEA's responses to comments once a proposed rule-making is published, and makes the rule effective (generally 30 days after publication); published in the Federal Register. * Interim Final Rules (IFR) - used when DEA determines there is "good cause" to issue a final rule without first publishing a proposed rule-making; published in the Federal Register. * Direct Final Rules - used when no proposed rule-making is published; typically used when DEA determines there will be no significant adverse comments or the rule is technical in nature; published in the Federal Register. * Notice of Applications (NOA). * Notice of Intent (NOI). * Aggregate Production Quotas (APQ). * Annual Assessment of Needs (AAN). * Documents that are considered guidance under EO13891 - these documents are "published" on the DEA Diversion Control Division Website under a Guidance Document Portal. * Serves as a resource for the administration of the DCP through interpretation of regulations and other policy-related documents * Works with senior staff to provide research, logical and reasoned writing and analysis, and interpretations for Diversion related policies that may include Federal regulations, internal processes, and policy-related documents. * Work directly with DC subject-matter-experts (SMEs) to compose draft Notices of Proposed Rulemaking, * Final Rules, publication of quotas, and other regulatory actions including cost benefit and cost impact analysis. * Utilizes general knowledge of DEA and DC strategic objectives to assist senior analysts in policy analysis. * Reviews existing legislative initiatives in relation to operations and cost benefit and cost impact considerations. * Serves as point of contact for complicated but clearly defined internal policy determining program responsibilities and operational procedures for the Diversion Control Program. * Researches large volumes of various data to assist in the evaluation of the effectiveness of foreign and domestic Diversion Operations. * Performs analytical assignments involving specific issues associated with the prevention and elimination of the diversion of illicit traffic in illegitimate pharmaceuticals and chemicals. * Prepares information on policy implications, including cost benefit and cost impact, and the need for legislative initiatives or regulatory adjustments. * Conducts literature reviews as requested on a variety of drug cases, existing regulations, or alternatives to existing methods. * Reviews provide the incumbent with foundational knowledge required to draft modification or supplemental guidance on internal policies. Qualifications Education and Experience: * Master's Degree and 15 years of experience, Juris Doctorate preferred with 10 years of experience. * Federal regulation and policy experience * Strong writing, analytical, and research skills * Able to work as part of a team and independently with minimal direction * Strong computer skills; proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Access and Outlook), technology systems, and communication tools * Strong oral, written and interpersonal skills; excellent proofreading skills * Professional demeanor Abilities and Skills: * Strong organizational skills; * Intermediate to advanced skills in manipulating data in Excel preferred. * Ability to multi-task; detail oriented; be observant and anticipate operational needs * Excellent problem solver and able to handle difficult situations * Knowledge of a wide range of analytical and evaluative methods and techniques to conduct related research and assessment projects; * Skill in oral and written communication to effectively establish and maintain contacts, relationships, and partnerships; * Interact, coordinate, collaborate, and network with agencies and organizations; * Disseminate information; respond to inquiries and initiatives; * Clearly and respectfully provide information; education, and training. Security Requirements: Security Clearance Level: Public Trust * Applicants selected will be subject to a Government background investigation and must meet eligibility and suitability requirements. * Must be a US Citizen with the ability to obtain a US Government security clearance. * Successful Pass of Bennett Aerospace Background Investigation, Drug Screening and Credit Check.
