Job Description:
Bennett Aerospace, Inc. has an opening for a highly motivated Program Analyst IIin support ofa Federal Law Enforcement client located in Washington, DC. The Program Analyst II will analyze areas of concern and present feasible alternatives and recommendations based on thorough research. He/she will provide analyst support in the areas of data collection, interviewing, data modeling, project testing, and creation of performance measures. The Program Analyst II may provide support to divisional field offices in the planning, execution, analysis, and tracking of financial and physical Diversion Control Fee Account resources as well as performing a range of administrative and office support activities, as well as facilities/space management, customer support services, data entry and analysis, resource distribution, acquisition support, and human resources support. Regular, predictable attendance is essential for satisfactory performance as is the ability to work both with minimal direction and within a team environment.
Responsibilities
Key duties and responsibilities:
- Provide support to divisional offices in the planning, execution, analysis, and tracking of financial resources including: analyzing budgets to ensure positive balances, reviewing contracts and de-obligating funds as necessary.
- Analyze areas of concern and present feasible alternatives and recommendations based on thorough research.
- Coordinate all Division un-funded requests to ensure requests are routed for proper approvals.
- Utilize fund assigning and accounting technician roles in asset management system to include: process transactions related to the purchase of goods and/or services; prepare and process incoming invoices/obligations, travel vouchers, etc.
- Conduct research; develop and maintain spreadsheets, tracking databases, reports, and presentations; generate and document information for statistical purposes. Perform data entry and reconcile any inconsistencies that may appear in databases.
- Interface with each section/office. Evaluate, monitor, and report performance against plan requirements to ensure guidelines meet appropriate procedures and policies.
- Provide technical guidance to other staff members regarding internal policy and procedures.
- Perform routine audits of databases and files; maintain database records by ensuring the information is up to date and accurate; conduct funding audit of recur files to ensure adequate funding for fiscal year.
- Utilize government database systems and word processing software.
- May participate in discussions, meetings, conferences, and conference calls with agency administrative, subject matter experts, and technical personnel, and other federal agency officials.
- Performs administrative support for the Division to include:
- Answer, screen and transfer inbound phone calls as needed
- Handle requests for information and data; resolve administrative problems and inquiries
- Prepare and modify documents including correspondence, reports, drafts memos, cables and emails
- Maintain hard copy and electronic filing system; scan documents into digital case files
- Maintain vendor's registration files for the recurs obligations and other monthly motor vehicle files.
- Maintain attendance reports, leave records, trip records and logs. Correct any discrepancies found in reports
- Perform other related and/or administrative duties as assigned
Qualifications
Education and Experience:
- Minimum of a Bachelor's degree and 2 years of relevant experience
- Experience working in a professional setting preferred.
- Must be proficient in the Microsoft Office Suite (Word, Excel, Power-Point, Outlook)
- Intermediate to advanced in manipulating data in Excel preferred.
Abilities and Skills:
- Able to work as part of a team or independently with minimal direction.
- Strong writing, analytical, and research skills
- Strong computer skills and communications tools (Adobe).
- Strong oral, written, and interpersonal skills; excellent proofreading skills
- Professional demeanor
- Strong organizational skills
- Experience performing extensive research utilizing multiple data sources systems preferred.
- Ability to multi-task; detail oriented; be observant and anticipate operational needs
- Excellent problem solver and able to handle difficult situations
- Knowledge of clerical and administrative procedures and systems such as filing and record keeping
- Ability to be flexible and adaptable in a variety of situations
- Must be able to maintain a Public Trust level clearance and be drug-free
Security Requirements:
Security Clearance Level: Public Trust
- Applicants selected will be subject to a Government background investigation and must meet eligibility and suitability requirements.
- Must be a US Citizen with the ability to obtain a US Government security clearance.
- Successful Pass of Bennett Aerospace Background Investigation, Drug Screening and Credit Check.
