Job Description
This position manages Inpatient, Outpatient, Residential, PACT, and Forensics nursing services in multiple programs and multiple locations in Pierce County. This includes providing clinical oversight, personnel management, and program administration. Provides direct supervision of RNs and LPNs; recruits, hires, and evaluates staff; and monitors program and staff effectiveness, quality, and productivity. Works with network nursing leadership to assure quality, cost-effective, client-centered nursing care in full compliance with all applicable Greater Lakes, MCO/ASO, funding/payer, state, and federal requirements.
The nature of the work in this position is highly diverse, of moderate complexity, with responsibility for making clinical and administrative decisions related to their program and staff within general agency policies and practices. Is responsible for recommending procedures in situations where no procedures may exist. This position has direct budgetary accountability for their assigned department(s) and is responsible for budgetary decisions related to their program(s) and staff. The potential impact of errors in this position is significant.
Responsibilities
  • Provides administrative and clinical supervision to staff to assure effective individual performance.
  • Selects, trains, and motivates nursing staff across all the departments.
  • Supervises staff in ways that build on strengths, encourages professional development, develops strong clinical competency, and assures appropriate productivity.
  • Ensures quality nursing services are being provided through routine auditing and oversight of facility nursing functions.
  • Provides regular feedback and performance reviews in compliance with agency standards, identifying and documenting performance strengths and weaknesses, establishing development plans and disciplinary actions as needed.
  • Provides strong leadership, including positive role-modeling, clear direction, and the ability to make appropriate decisions in a prescribed time frame.
  • Provides an atmosphere for open input, appropriate questioning, and discussion.
  • Provides consultation to nurses in working with challenging clients or with crises.
  • Facilitates multiple clinical and administrative staff meetings.
  • Manages all elements of assigned department programs.
  • Monitors program and team productivity and budgetary objectives, providing feedback to the team as a whole and to individual nurses to assure department objectives are met.
  • Assures that nursing staff completes required documentation, such as Nursing Health Assessments, Nursing Notes, Vital Sign Record, and Injection Log, in an accurate and timely manner, providing effective feedback and coaching to all staff.
  • Assures compliance with agency/program policies and procedures, all contractual requirements, and all relevant WACs.
  • Assures effective quality and service assessment outcomes.
  • Assures that nurses work within the parameters of publicly funded mental health in a clinically appropriate and responsive manner.
  • Provides effective management of staff working at off-site locations, assuring appropriate levels of staff to meet program needs.
  • Brings risk or potential liability matters to the attention of the nursing leadership and Director of Clinical Services - RC.
  • Contributes to continuous improvement efforts by helping to identify problems and implementing effective solutions.
  • Supervises the RN, LPN, and MA staff in all assigned departments to include recruitment and onboarding of new nurses.
  • Oversees the automated drug distribution device operations at the RC, including medication supply, in coordination with our pharmacy vendor.
  • Coordinates and assures compliance with all infection control protocols.
  • Rotates on-call coverage with the other RC Management staff to address a wide variety of issues, such as triaging referrals, communicating with community partners on non-routine matters, addressing staffing problems, etc.
  • Rotates on-call for Residential Program.
  • Facilitates nursing team meetings.
  • Recognizes and pursues opportunities for program development/collaboration with other organizations.
  • Participates in community activities/meetings that further agency and program goals.
  • Ensures the promotion of good internal and external working relationships.
  • Brings a solution-focused approach to inter- and intra-agency issues/concerns.
  • Completes Administrative and Human Resources documentation in an accurate and timely manner.
  • Complete and submit Time Sheets, Time-Off Requests, Staff Reimbursement forms, etc. accurately and on time.
  • Processes all Admin paperwork for one’s staff accurately and on time (Time Sheets, TOR’s, Staff Reimbursement forms, I.S. Staff Data forms, etc.).
  • Processes all HR paperwork for one’s staff accurately and on time (Performance Reviews, Personnel Change forms, etc.).
  • Provides all required annual documentation to Human Resources and completes all required training in a timely manner.
Knowledge and Skills:
  • Requires a thorough knowledge of psychiatric nursing services delivered in outpatient and residential settings.
  • Requires strong knowledge of psychotropic medications along with a solid understanding of other common medications.
  • Requires the ability to assess and triage potentially life-threatening conditions.
  • Demonstrated ability to work effectively with multidisciplinary teams.
  • Demonstrated ability to provide leadership, clinical supervision, and motivation to subordinates.
  • Demonstrated competence in program design and development, implementation, and evaluation.
  • Knowledge of and experience with a wide variety of social systems and the public.
  • Ability to communicate verbally and in writing, in a clear and concise way, often on complex issues.
  • Demonstrated problem-analysis and decision-making abilities.
Education and/or Experience:
Must be currently licensed in WA State as an RN, plus five years’ experience providing psychiatric nursing services, and at least two years’ experience providing clinical supervision; or an equivalent combination of education and experience. Prefer experience working with adults with severe and persistent mental illness in a community mental health center. Must maintain CPR/First Aid certification, and updated TB results.
