Baltimore County is Hiring a Rental Subsidy Technician (Administrative Officer II) - Non-Merit Near Towson, MD

Regular Schedule: 34 hours per week

A Non-Merit vacancy exists in the Department of Housing and Community Development.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A list of eligible applicants will be established based on the examination as outlined below.

Under supervision,the Rental Subsidy Technician reviews client information for program eligibility, reviews leasing documents for HUD compliance, performs rent comparability studies, negotiates rents with landlords based upon HUD affordability rules and supports case management requirements for the various supportive housing programs.
 
 Examples of Essential Duties
  • Records and updates case information.
  • Evaluates documentation submitted by clients in support of initial or continuing eligibility determination.
  • Reads reports and applies that information to eligibility determination work.
  • Researches ownership of properties.
  • Conducts rent reasonableness evaluations.
  • Advises tenants regarding moving process.
  • Reviews leases for HUD mandated information.
  • Calculates utility allowances.
  • Researches foreclosure information.
  • Negotiates rents with landlords based upon HUD affordability rules.
  • Counsels families on accessing services.
  • Conducts workshops for families in areas such as employment and job readiness.
Examples of other Duties
  • May function as participating analyst on large or comprehensive projects.
  • May represent the department at hearings or other official proceedings, meetings and conferences, or on committees.
  • Performs other related duties as assigned.

Required Qualifications
Graduation from an accredited college or university with an Associate's degree, preferably in human services, social work or a related field

Plus
Experience working with evaluation of rent subsidy eligibility criteria and HUD leasing documents. Determination of rent reasonableness, and assistance with case management.License or Certification 
Certified Housing Choice Voucher Specialist within 1 year of employment.
A valid driver’s license and access to reliable transportation.
 Knowledge, Skills, and Abilities
  • Knowledge of federal and state laws regarding fair housing.
  • Skill in evaluating and analyzing information related to the administration of Fair Housing regulations. 
  • Ability to understand and apply Baltimore County rules and regulations, policies, procedures, and memoranda of understanding.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to handle confidential material with discretion.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions
The work of this classification is essentially sedentary but may include the operation of office equipment and occasional walking, standing, or other limited physical activities.
