Baltimore County is Hiring a HUMAN SERVICES PROGRAM MANAGER Near Towson, MD

Pay Schedule XII, Grade 1M

A vacancy exists in the Bureau of Community Services, Department of Health and Human Services.
A list of eligible applicants will be established based on the examination as outlined below.

Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Definition of Responsibility
Under direction, develops, administers, and supervises a major or diverse program providing human services and coordinates the program with other agencies and programs.
Examples of Essential Duties
  • Develops program policies and procedures and supervises their implementation. 
  • Conducts short-and long-range planning, monitors all components of the program or center and coordinates them into a cohesive functioning entity.
  • Evaluates overall program effectiveness and recommends modifications as necessary.
  • Coordinates the program with other County, State, and community resources and programs.
  • Prepares grant proposals and other reports pertaining to the program.
  • Prepares and monitors the budget for the program.
  • Prepares or reviews legislation pertaining to the program.
  • Develops and maintains management information systems.
  • Represents the program or department in meetings and conferences.
  • Develops public and in-service educational or preventative programs.
  • Selects and evaluates subordinate employees and/or service providers within the program.
  • Provides clinical or program supervision to subordinate supervisors, case managers, and/or service providers.
  • Provides administrative supervision to professional clinicians and clerical staff.
  • Oversees the daily operation of the program.
  • Determines appropriate assignment of clinical or case management cases to staff.
  • Evaluates and approves case plans.
  • Provides program and case consultation to other community agencies or organizations.
  • Handles difficult or unusual cases including formal case reviews.
  • Resolves client complaints.
 Examples of Other Duties:
  • Oversees the management and maintenance of program buildings and facilities. 
  • Evaluates clients for the purpose of establishing a treatment plan.
  • Provides individual, group, or family counseling.
  • Assists sick or injured senior adults until emergency personnel arrive at the scene. 
  • Performs other related duties as required.
 (NOTE: The duties and responsibilities listed above are for the purpose of determining a common set of minimum qualifications for all positions in this class. They may not include all of the essential job functions of each position in the class. Each position may not be required to perform all of the essential job functions listed.)Training and Experience: Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science, plus four years' experience providing human services, such as intake/referral, counseling or educating, which includes one year in a supervisory capacity. (Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
 
Knowledge, Skills, and Abilities (Entry Level):
Thorough knowledge of the theory and practices of provision of human services in the appropriate specialty, including knowledge of counseling techniques, diagnostic assessment, and treatment planning. Knowledge of budget and personnel management principles and practices.
 
Writing skill necessary to draft grant proposals, complex reports, and legislation. Good interpersonal skills. Skill in conducting individual diagnostic/assessment interviews and formulating treatment plans. Skill in implementing program policies and procedures. Skill in planning, coordinating, supervising, and reviewing the work of others. Skill in interpreting rules, regulations, guidelines, policies, and procedures. Skill in preparing and monitoring a program budget.
 
Ability to identify community needs and to design and implement programs which meet these needs. Ability to monitor program service delivery and to evaluate and modify same. Ability to develop and modify program policies and procedures. Ability to coordinate a program's activities with other agencies and programs. Ability to locate and develop community resources. Ability to plan and conduct educational programs for staff pr other groups. Ability to read and understand professional journals and other publications.
 
 Knowledge, Skills, and Abilities (Full Performance):
Thorough knowledge and understanding of applicable Federal, State, and local regulations, procedures, and guidelines including those of the courts and criminal justice system. Thorough knowledge of County and departmental rules, regulations, policies, and procedures pertaining to personnel and budget matters. Thorough knowledge of local human services resources and the role of the program within the human services structure.
 
Skill in identifying community needs and in designing and implementing programs which meet these needs. Skill in monitoring program service delivery and in evaluating and modifying same. Skill in developing and modifying program policies and procedures. Skill in coordinating a program's activities with other agencies and programs. Skill in locating and developing community resources.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks. 
Physical and Environmental Conditions: These positions are essentially sedentary with some walking, standing, or other restricted physical activities. Some positions may require traveling between work sites.
 
Conditions of Employment: Some positions may require satisfactory completion of County sponsored CPR and First Aid training. These positions must maintain certification throughout employment.
